The reinstatement of the ferry service between Campeltown and Ballycastle would be a great encouragement to tourism and would improve business links between Scotland and Northern Ireland. The Scottish Executive are prepared to back the ferry with hard cash, but the Government here in Westminster are not. Will the Secretary of State please have a word with his colleagues in the Northern Ireland Office, and convince them of the benefit that reinstating that ferry service would bring to both Scotland and Northern Ireland?

Terminator technology (genetic use restriction technologies or GURTs) involves a wide range of complex issues that are evolving rapidly. While the Government monitor the impact of this technology, DFID has not undertaken an assessment of the impact of a specific genetic use restriction technology in a developing country. As a party to the Convention on Biological Diversity (CBD), the UK Government will continue to review research into the possible impact of GURTs. DFID is willing to consider funding assessments of the potential impact of GURTs in developing countries.DFID takes genetic modification in crops and foods and its potential impacts on poor people, including small-scale farmers, in developing countries very seriously. Our approach is based on the principle that the health of people and their environment is of primary concern. We consider that biotechnology, including gene technology, if managed responsibly and applied to those crops on which the poor rely, has the potential to make a contribution to development and poverty reduction.Recognising that there are both potential benefits and risks associated with gene technologies and GM crops, developing countries should be able to make their own informed choices. To this end, DFID has worked with DEFRA, other HMG Departments and the international community to establish the Cartagena Protocol on Biosafety, under the CBD. The protocol adopts a strong precautionary approach and aims to ensure that countries are provided with the information necessary to make informed decisions before agreeing to the import of genetically modified organisms. It also facilitates the exchange of information on living modified organisms and assists countries in the implementation of the protocol.

[holding answer 20 November 2006]: There are no plans to establish permanent interview offices on these islands due to the low level of demand—estimated at nine applicants per year in total. We plan to provide a video link based service for such remote communities, but this must still be delivered from a limited number of sites to be cost effective.An initial analysis has been undertaken to identify the most appropriate locations for remote interview sites throughout the UK, taking account of the cost to implement the solution and the number of first time adult applicants anticipated for each area.This computer modelling initially identified Tobermory as the most appropriate location for residents on Coll and Tiree (as well as the Isle of Mull). Bowmore has been initially identified as the most appropriate location for residents on Jura and Colonsay (as well as Islay). However, we anticipate that some of these applicants would choose instead to attend their interview at the Oban or other mainland office in line with visits to the mainland for business or social purposes.A request was sent out via the Convention of Scottish Local Authorities representative at the Scottish Executive in October to all the relevant local councils, asking for their help in confirming whether the initial locations identified were the most appropriate. We are still awaiting a reply from Argyll and Bute council with their recommendation as to the best locations for our remote interview service within their area.We will be taking their advice and recommendations into account, and will be working closely with them to implement this service.

Does not the Deputy Prime Minister realise that unless Government Departments give work to the Post Office, people will not be able to use post offices? The most important factor is the continuation of the Post Office card account after 2010. The Government must state soon that there will be a Government-supported successor to that account and to make it easy for people to transfer—we do not want all the bullying and badgering to persuade people to go to the banks that happened when pension books were taken away. We want a Government-supported successor and an easy means for people to transfer from the Post Office card account to that successor.

The Government's plan to abolish the Post Office card account in four years time will, according to Post Office management, lead to the closure of 10,000 of the country's 14,000 post offices, which will mean that hardly a rural post office will be left in Scotland. Surely that cannot be allowed to happen. Will the Minister back those Scottish pensioners who have chosen to collect their pension at a post office, and will he urge the Department for Work and Pensions to retain the post office option for pensioners after 2010?
