Children: Obesity
My Lords, I thank the Minister for that reply. Does he agree with the comment by Professor Peter Littlejohns, that, "““Obesity is the most serious threat to the future health of our nation””?" Will he join me in welcoming this excellent report’s emphasis of the fact that obesity is first and foremost an environmental issue, a traditional public health issue, rather than a clinical one? Will he therefore bring the report to the attention of a wide range of organisations and agencies involved in matters such as safer streets, better play facilities, investing in playing fields instead of selling them off, full and affordable community use of school facilities, and a long list of other aspects which noble Lords could add?

Schools: Building Schools for the Future
My Lords, the Building Schools for the Future programme includes six new schools in Burnley and two in Pendle. That is generally welcomed in the area, but is the Minister aware that, at the same time, the budget for transport of pupils to schools set by Lancashire County Council is under severe pressure and is being cut year on year? Is it not ridiculous that children at those new schools will have to be taken there by their parents on the school run? It is not very ecologically satisfactory when school transport is under threat and bus services are being cut.

My Lords, is not the problem with this country not that it is over-governed but that there is an inadequate level of democracy in many parts of the public sector? Is it not the case that, far from being the wonderful democratic organisations that the Minister described, the existing regional assemblies are totally unknown to most people, they operate in secrecy and they are gaining more and more powers over local authorities, particularly in planning, housing and similar areas, but they are not at all accountable to those local authorities? What is needed is proper elected regional government in this country with powers that are devolved from here and not taken from local authorities.

My Lords, does the noble Lord understand that any representations that he can make to close Abingdon Street will have a great deal of support in this House? Is he aware of the grave danger to cyclists coming from Parliament Square when they come upon the barriers, which force them out into the flow of traffic? When that happens, they have nowhere to go. On the left is the big black barrier and on the right is the traffic. It is an accident waiting to happen.
