Mr. Drew: To ask the Secretary of State for Environment, Food and Rural Affairs if she will make a statement on the latest research on pesticide run-off into water supplies; and what her Department's advice on sheep dipping is. [205500] Alun Michael: Earlier research indicated that surface runoff from crop protection pesticides applied in the field to adjacent surface water was low compared to the amount that reached surface waters from field drains or applications of herbicides to man made surfaces. Therefore recent research has concentrated on pesticide movement from the field to surface waters via field drainage systems. This research has shown that recommendations on the timing of applications were critical for minimising water concentrations. Defra has now commissioned a project looking into the scientific basis for mitigation differentiated by soil type to reduce pesticide transport to surface waters in drain flow. The results of this work are expected towards the end of 2007. The Department has also recently completed research that developed a model to estimate pesticide concentrations that arise from run-off from hard man made surfaces to surface water. The Environment Agency is also funding development of a Decision Support tool which will enable us to determine the environmental impact of different land use combinations. Within this tool will be a module that considers pesticide impacts. This tool will be available within 1-2 years. Since 1 April 1995 the sale and supply of OP based sheep dips has been restricted to only those people holding a Certificate of Competence. The Certificate of Competence scheme is run by the National Proficiency Tests Councils (NPTC) and covers all aspects of the use of sheep dips and of dip disposal. In 1998 an advisory booklet (AS29) entitled "Sheep Dipping" was produced jointly by HSE; SEPA; VMD and the Environment Agency. The booklet provides detailed guidance on sheep dipping including the correct disposal of sheep dip. This booklet was sent to all sheep farmers in 1994 and again in 1998 and is available free of charge from the Veterinary Medicines Directorate (VMD) and online: www.hse.gov.uk/pubns/as29.htm.

Glenda Jackson: To ask the Secretary of State for International Development (1) what action the UK is taking to ensure emergency water and electricity supplies are provided to the citizens of Fallujah; [199840] (2) what assistance is being provided by the United Kingdom to restore essential utilities infrastructure to Fallujah; [199841] (3) what resources the UK plans to provide to assist in the re-building of Fallujah; [199842] (4) what emergency (a) medical supplies, (b) personnel and (c) equipment will be provided by the United Kingdom to assist those injured by coalition force attacks upon Fallujah. [199843] Hilary Benn: The Interim Iraqi Government (IIG) is leading on humanitarian and reconstruction work in Fallujah and has established a central team to co- ordinate its assistance to the people of Fallujah. This assistance includes: supplying food, water and medical supplies, restoring essential services, and refurbishing medical facilities. The UK is in close contact with the IIG, and DFID is providing advice to its Fallujah co- ordination team. The IIG and the Multi-National Force operating in Fallujah have reported that there is no humanitarian crisis so far and humanitarian visits to Fallujah by British military officials confirm this assessment. Multi- National Forces have reported that their stockpiles of humanitarian supplies have provided for the immediate needs of Fallujah's civilians. Iraqi Government and Iraqi Red Crescent trucks containing humanitarian supplies are now entering the city and the distribution of food, water, and medical supplies has begun. Injured civilians are being treated in mobile hospitals in Fallujah, or have been taken for treatment at hospitals in nearby towns. The Interim Iraqi Government (IIG) has also set aside significant funds from the Iraqi government budget for reconstruction work. The IIG is being supported by the Multi-National Force, which also has considerable resources for immediate post-conflict reconstruction work in Fallujah, including clearing rubble and the restoration of water, sewerage and electricity services. United States agencies have planned around 100 reconstruction projects in the Fallujah area totalling $84.1 million. These are due to begin soon and should complete by the end of January. DFID is maintaining close contact with the IIG, with representatives of Multi-National Force-Iraq, and with humanitarian organisations on the ground, to address the needs of Fallujah's population. DFID is ready to respond positively to requests for humanitarian help or further advice in Fallujah or elsewhere.

Norman Baker: To ask the Secretary of State for International Developmentwhat estimate he has made of the percentage of snow cover on Mount Everest in (a) 1953, (b) 1983 and (c) 2003; and what assessment he has made of the impact on Nepal of changes in the level of snow cover. [200691] Mr. Gareth Thomas: Quantifying the change in percentage snow-cover on Mount Everest from 1953 to 2003 is difficult because there have been few surveys of the mountain's snow-covered area over the period in question and none of these surveys has been continual. DFID has recently funded a research project on Snow and Glacier Aspects of Water Resources Management in the Himalayas, 2001-2004 (SAGARMATHA) that undertook analysis of temperature data and developed a predictive model to assess impacts of changes. The analysis revealed a trend of increasing annual average temperature between 1961-1996 of around +0.07o C/ year across Nepal, while data from the 15 highest gauges for the period 1976-96, at elevations of between 1800 and 4100 metres, showed an upward trend of +0.1o C/ year. If maintained, such trends will cause the snow- covered area in the Nepal Himalaya to recede. Photographs taken of the mountain since the 1950s, and other anecdotal evidence, do suggest a general reduction both in the snow-covered area and the spatial extent of the mountain's glaciers, but with the snow- covered area varying within each year and from year to year; it is not possible to provide definitive figures from these for the percentage change. The impacts of a reduced snow-covered area are many. There is a greater tendency for glaciers to retreat resulting in glacial lakes being formed behind unstable moraine dams. Consequently a build-up of melt-water and/or glacier surges behind these structures increases the threat of glacial lake outburst floods (GLOFs), several of which have been reported in Nepal. The reduction in snow and ice cover also has potential impacts on water resources availability and use downstream: it is likely to lead to a temporary increase followed, ultimately, by a reduction in river flows. Increased river flows, resulting from more glacial ice being exposed for melting, could increase the incidence of flooding and landslides; whereas reduced river flows, as the glacial ice disappears, could affect agricultural productivity, fisheries, hydropower generation, industry, domestic water supply, and transportation. The SAGARMATHA project sought to quantify the timing and extent of these impacts across the Himalayan region. It concluded that, while glaciers were retreating throughout the Himalaya, the threat to future water availability was greatest in the west. In the eastern Himalaya changes in the melt-water from glaciers has a relatively small effect. The project's models forecast that flows in eastern Nepal would gradually increase for several decades but would eventually diminish. In the west, river flows were forecast to diminish rapidly over the next few decades, which will be a concern for both India and Pakistan.

Letter from Karen Dunnell to Mr. Tom Cox, dated 30 November 2004: The National Statistician and Registrar General for England and Wales has been asked to reply to your recent questions to the Chancellor of the Exchequer asking: 1. what percentage of households in the Greater London area were lacking the use of a hot water supply according to the 2001 Census (199677) 2. what percentage of households in the Greater London area were lacking the use of a bathroom according to the 2001 Census (199678) I am replying in his absence. A question about the availability of a hot water supply was not asked in the 2001 Census and consequently no figures are available. In the 2001 Census respondents were asked whether they had sole use of a bath, shower or toilet for their household as opposed to whether they lacked the use of a bathroom altogether. On Census day (29 April 2001) 1.06% of households in the London Government Office Region (GOR) were without the sole use of a bath, shower or toilet. That figure includes households with shared access and households with no access. The London GOR is equivalent to the administrative area of the Greater London Authority covering the 32 London Boroughs and the City of London. The figures have been extracted from Table UV60 on the Census 2001--Census Area Statistics (CAS) for Output Areas, wards and higher administrative geographies in England and Wales DVD, which is available in the House of Commons library.
