That this House notes that at the Planning Inquiry in December 2003 at Queensborough, the Highways Agency withheld a report that said that putting traffic lights at Cowstead Corner would add to the delay to vehicular traffic; notes that this led the planning inspector erroneously to agree to the 150 extra houses being built by Bovis; further notes that since the new ú100 million second crossing of the Swale is underway, it is now not possible to construct the traffic lights; and calls on the Roads Minister to censure the Highways Agency and to intervene to prevent Bovis from building these additional homes until after the bridge has been completed.

That this House expresses concern that a third of the UK's street lighting stock is outdated and poses a significant maintenance problem for local authorities; therefore welcomes the Transport Committee's report on Local Roads and Pathways and its recommendation that the Department for Transport should provide indicative allocations of funding for street lighting as part of any future local transport plan settlements; and supports the 'Better Lighting, Safer Citizens' campaign organised by the Associate Parliamentary Lighting Group in its request for the Government to set up a cross-departmental working group to consider the importance of street lighting, the present dereliction of the lighting stock, and to review how such lighting should be funded in the future.

That this House welcomes the Government's proposal to close the legal loophole whereby historical evidence of use by horse and cart, or dedication as a carriageway prior to the invention of the internal combustion engine, can give rise to a claim for a byway open to all traffic which, if successful, allows for use by modern recreational motor vehicles of green lanes and other unsurfaced routes in the countryside; notes existing byways open to all traffic will still be subject to inappropriate and unsustainable use by recreational motor vehicles; is concerned that our most precious countryside in the national parks and areas of outstanding beauty and our national trails such as the Ridgeway continue to suffer appalling damage; and urges the Government to take action forthwith to protect these areas by reclassifying existing unsurfaced byways open to all traffic as restricted byways and issuing better guidance on enforcement to enable the relevant authorities to take swift and effective action where recreational vehicles are being driven illegally.
