Miss Begg: To ask the Secretary of State for Scotland if he will make a statement on the different electoral systems in Scotland.

Mr. Darling: There are currently three voting systems used in Scotland. Elections to the UK Parliament and local councils use the
first past the post system. Elections to the European Parliament use the list system of Proportional Representation while the
elections to the Scottish Parliament use the additional member system of Proportional Representation.

Mr. Gordon Prentice: To ask the Secretary of State for Health what representations he has received from (a)
NHS trusts and (b) others concerning the electoral systems which may be used in elections to the board of governors of NHS
foundation trusts. [139116]
Ms Rosie Winterton :[holding answer 18 November 2003]: None. The Health and Social Care (Community Health and Standards) Bill now
requires regulations to set out procedures for elections. While officials are in dialogue with national health service foundation
trust applicants and expert bodies about how the secondary legislation might allow for elections to take place, we have not received
any representations from NHS trusts or others suggesting electoral systems which may be used to elect members of an NHS foundation
trust to its board of governors.

Mr. Leslie: [holding answer 24 June 2003]: Our intention remains to review the experience of the new voting systems for the devolved
Administrations, the European Parliament, and the London Assembly along with the recommendations of the Jenkins report. The timing
and structure of any such review has yet to be decided.
