Mr. Hutton: All acceding states are committed to ensuring that the qualifications they award to doctors, dentists, pharmacists,
midwives and nurses responsible for general care who begin their training on or after the date of accession meet specified minimum
requirements. Only those who meet these requirements will then benefit from automatic recognition throughout the European Union.
Practitioners from these states who are already qualified or who are currently in training must show that they either meet these
requirements in full or have recent and substantial practice experience.

Mr. Gareth Thomas: A list of projects and programmes over £1 million with a policy marker for reproductive health services or
HIV/Aids run by DFID's country or regional programmes is at Annex A. Those started after 2002 are shown in italic.
DFID spent over £270 million on reproductive health and HIV/Aids programmes in financial year 2002-03. We regard reproductive health
as an essential and inseparable element of good health. We believe that the best way to deliver this is for people to be given the
right, freedom and support necessary to enable them to take full individual and personal control of their own fertility and
reproductive health. Reproductive health continues to be a key priority for DFID and we remain firmly committed to the 1994 Cairo
International Conference on Population and Development (ICPD) target of achieving access to reproductive health for all by 2015.

Mrs. Brooke: To ask the Secretary of State for the Home Department how many women from Central and Eastern European countries are
estimated to be working illegally in the sex industry in Britain. [120169]
Beverley Hughes: A Home Office research study `Stopping Traffic' (Police Research Series 125, published in 2000), indicated that
there was intelligence to suggest that some women and children are trafficked into the UK for the purposes of sexual exploitation.
This was estimated at between 140 and 1,400 per year but it was impossible to make a more accurate assessment of numbers. The report
concluded that there was no evidence to suggest that this was on a large scale compared with other European countries.
Statistics collected by the Metropolitan Police's Clubs and Vice Unit suggest that up to 75 per cent. of women involved in
off-street prostitution in London are non- UK nationals. Of these, 20 per cent are thought to be from the Balkans, and 28 per cent.

Dr. Kumar: To ask the Secretary of State for the Home Department what steps he is taking to work with international law enforcement
agencies to tackle the trafficking of women, with particular reference to those from Eastern bloc countries; and if he will make a

Beverley Hughes: In committing ourselves to tackling people trafficking, we recognise that effective action must be conducted with
our international partners.
Since 2000, all operational activity targeted against serious and organised criminal involvement in illegal immigration is
co-ordinated through Reflex. Reflex has overseen the establishment of a network of immigration liaison officers in key source and
transit countries whose role is to build up intelligence on routes and methods and support joint working to tackle criminal gangs.
Immigration liaison officers are already posted at key nexus points in eastern and south-eastern Europe and the network will be
extended shortly.
Reflex has established close operational links with Europol, where a dedicated United Kingdom liaison officer is based, covering
organised immigration crime. Europol has developed an action plan on trafficking, which was approved at the recent meeting of the ED
Police Chief Task Force held by the Greek Presidency. This will form the basis for co-operation with EU candidate countries for
joint operations to tackle trafficking networks.
The UK is also supporting work by the Organisation for Security and Co-operation in Europe to develop an action plan covering common
standards for tackling trafficking in the fields of law enforcement, prevention and legislation.
In addition, the UK is also involved in a number of bilateral projects in Romania, Bosnia, Serbia and Montenegro.

Beverley Hughes: Research conducted by University College London for the Home Office, which will be published on 5 June, suggests
that the numbers of people who will migrate to the UK from the new Member States after enlargement will not be significant.
This research corroborates a number of other independent studies which have looked at the scale of migration flows after
enlargement. These have been summarised in reports by the European Commission in 2000 and the former Department for Education and
Employment in 1999.
None of this research has been able to predict exact numbers expected from specific countries or ethnic groups to the UK. However,
enlargement should improve the quality of life for all citizens in the new Member States as their governments must enforce human
rights and minority rights, including protection against racial discrimination, to EU standards before accession and subsequently.
EU accession should also improve economic prospects in the new Member States so reducing the incentive for economic migration.

Beverley Hughes: The Country Information and Policy Unit in the Immigration and Nationality Directorate (IND) closely monitors the
situation of the Roma minorities in the EU accession states. Circumstances for Roma are difficult in a number of countries in
central and eastern Europe, partly for reasons of societal prejudice and partly because of discriminatory treatment in various forms
and to varying degrees. Governments in the EU accession states have enacted legislation and implemented programmes to improve
circumstances for their minority communities and for Roma in particular.
Human Rights and equality issues with respect to Roma vary from country to country. This is reflected in the Country Assessments and
Operational Guidance Notes produced by IND to provide guidance to those involved in decision making on asylum applications. These
documents are available on the Home Office website.
The EU accession states have all been designated under the Nationality, Immigration and Asylum Act 2002 as ones from which in
general terms there is no serious risk of persecution. The Government is satisfied that the treatment of Roma will not in general
amount to persecution and moreover that the states authorities in general provide sufficient protection.

Beverley Hughes: The case filed by the European Roma Rights Centre (ERRC) with the European Court of Human Rights concerns the
removal of a Kosovo Roma family to Kosovo. The UK does not currently enforce the removal of Roma or people from any other Kosovan
ethnic minority groups to Kosovo or to other parts of Serbia and Montenegro.
The ERRC case therefore has no bearing on our policy in relation to asylum seekers from Kosovo or other parts of Serbia and
Montenegro and there are no plans to alter our arrangements for dealing with these cases.

Mr. Mike O'Brien: The UK's Small Arms and Light Weapons (SALW) strategy, jointly funded by FCO, DFID and MOD, supports a range of
initiatives tackling both the supply and demand for small arms. From the £20 million allocated to SALW under the Global Conflict
Prevention Pool in 2001-04, £7.5 million has been allocated to United Nations Development Programme (UNDP) to provide advice,
support and technical assistance for global weapons collection, management and destruction programme. This work includes projects in
Albania and Kosovo, where UNDP has organised public destruction of weapons, awareness raising, voluntary surrender of arms in return
for development projects and training for law enforcement and security officials. It also covers UNDP support for the South Eastern
Europe Clearing House for the Control of Small Arms and Light Weapons (SEESAC), which is working towards the implementation of a
regional Stability Pact Implementation Plan to combat the proliferation of SALW and related munitions.
Since the start of 2001, inter-departmental UK Government teams have in addition visited Ukraine, Romania, Bulgaria and Serbia and
Montenegro to exchange information on and offer advice with export control policy and procedures.
In addition, HMG funds work by the NGO Saferworld with governments and civil society to combat small arms proliferation in Central
and Eastern Europe and the Balkans, and the work of the Small Arms Survey which publishes a yearbook on global small arms issues
that includes Eastern Europe and the Balkans.

Mrs. Brooke: To ask the Secretary of State for the Home Department what steps the Government is taking to control the number of guns
arriving in the UK from Eastern Europe and the Balkans. [96903]
Mr. Bob Ainsworth: The Government is aware of the risk of illegal weapons being imported from Eastern Europe and the Balkans. Law
enforcement agencies are continuing to monitor the situation carefully and are already involved in efforts to reduce the flow of
firearms to this country. Those firearms which are smuggled and intended for criminal use in the United Kingdom are often connected
with smuggling of other commodities, including drugs and this is another angle that is currently being addressed.
A conference on organised crime in the Balkans was held in London last November at which the matter of firearms trafficking was
discussed. The Government is currently considering follow-up actions relating to tighter border controls, increasing police
capacity, encouraging intelligence-led policing and improving international co-operation, which will help restrict smuggling.
