Mr. Luff: To ask the Secretary of State for Education and Skills how many schools benefit from Pathfinder projects in the current
financial year, broken down by local education authority; and what the total funding made available in the current financial year
under the programme is in each education authority area. [141463]
Mr. Ivan Lewis: The following table shows the number of schools involved in Pathfinder projects, and the total amount of funding
available for such projects, in each local education authority in England in 2003-04. A school may be involved in more than one
Pathfinder project and it will be counted once for each project. The Pathfinder projects are: Key Stage 2 Language Pathfinders
launched in September 2003 to find out how primary language learning might best be delivered. Diversity Pathfinders, which aim to
raise standards through developing a strategic and coherent approach to the expansion of school diversity in secondary schools,
particularly in relation to specialist school expansion and inter-school collaboration. The extent to which primary and special
schools benefit through collaborative partnerships with secondary schools as a result of Diversity Pathfinders depends on the focus
of each Pathfinder project. Transforming the School Workforce Pathfinders to pilot new ways of working to relieve teacher workload
and raise standards. The learning from these schools and good practice will be shared with other schools across the country. The
National Remodelling Team has been established to develop a network of support for all schools building on the learning from the
Pathfinder. Enterprise Pathfinders, which are exploring the most innovative and effective ways to deliver Enterprise Education in
preparation for the new enterprise entitlement from September 2005. 14-19 Pathfinders designed to test local delivery of 14-19
education and training in a range of settings building on the increasingly distinctive specialisms of local schools, colleges and
training providers. There are 39 such Pathfinders based around the country. Details of the number of institutions benefiting from
these projects are not held centrally.

Mr. Luff: To ask the Secretary of State for Health what assessment he has made of the capacity of the medical assessment unit and
the accident and emergency department at the Worcestershire Royal Hospital. [129310]
Dr. Ladyman: Worcestershire Royal Hospital is currently engaged in Wave 1 of the NHS Modernisation Agency Emergency Services
Collaborative programme. Through this, we would expect the collaborative methodology to review and assess the impact and
effectiveness of different parts of the emergency service, including any assessment units they may have.
In July 2003, the Department of Health published a checklist for assessment units on the emergency care website at
www.doh.gov.uk/emergencycare. This provides advice and recommends good operational practice. The type and size of assessment unit
provided depends on the exact model of care adopted which should reflect local needs.
The Department is currently carrying out a voluntary survey of emergency assessment and observation units within acute trusts across
England.

Dr. Ladyman: There are no direct financial penalties for National Health Service organisations awarded one star for their
performance in 2002-03, although one-off capital bonus payments are reserved for three star organisations. One star organisations
may receive assistance from the Modernisation Agency in the form of specific programmes of tailored support to help improve
performance.

Mr. Luff: To ask the Secretary of State for the Home Department what assessment he has made of the accuracy and consistency of data
on anti-social behaviour collected by constabularies; and if he will make a statement. [112663]
Mr. Bob Ainsworth: The Home Office is currently undertaking work to establish a common definition for anti-social behaviour to
enable more accurate statistical data to be collected.
Recorded crime statistics do not currently include figures on anti-social behaviour although statistics are published for certain
offences that might be regarded as anti social, e.g. criminal damage Recorded crime statistics are collected in accordance with the
Home Office Counting Rules which are instructions aimed at providing consistency across all police forces in England and Wales. The
introduction of the National Crime Recording Standard nationally from 1 April 2002 further aims to improve the consistency of data
collected by forces.
Her Majesty's Inspectorate of Constabulary collects data on calls for service on community disorder although these are primarily for
inspection purposes. Returns are accepted as accurate if they are consistent with returns for the previous year. Guidance to forces
asks for an explanation where data differ to what might be expected.

Jacqui Smith: The National Institute for Clinical Excellence (NICE) is currently developing a guideline on the management of chronic
obstructive pulmonary disease in primary and secondary care. NICE is due to publish the guideline in 2004. In January 2003, the
Respiratory Alliance published its guidance, "Bridging the Gap", which aims to help primary care trusts to commission and deliver
high quality allergy and respiratory care.
We have issued no guidance to primary care trusts on community pulmonary rehabilitation services nor made any assessment of the role
of community pulmonary rehabilitation services in reducing emergency admissions to acute hospitals.

Mr. Jamieson: Securing the development of the rail network is a specific purpose of the Strategic Rail Authority. The Authority's
strategic plan, published at the end of January, explains their investment priorities and approach to appraisal. The Authority must
ensure that any expenditure from their budget is affordable and provides value for money. As stated in their directions and
guidance, the Authority's assessment of value for money should be consistent with Treasury guidance in the green book.
