Mrs. Calton: To ask the Secretary of State for Health (1) how his Department monitors compliance by PCTs with the requirement that funds are made available for the implementation of NICE guidance not later than three months after issue; and if he will make a statement; [119669] (2) what further plans he has to address the local variations in prescribing atypical antipsychotic drugs for the treatment of people with schizophrenia; and if he will make a statement; [119670] (3) what measures are being taken to increase the number of primary care trusts who are implementing the National Institute for Clinical Excellence guidance on HTA; [119674] (4) what estimate he has made of the number of people who do not have access to the most modern drugs to treat schizophrenia as set out in the National Institute for Clinical Excellence guidance of June 2002. [119675] Ms Rosie Winterton: The National Institute for Clinical Excellence (NICE) issued guidance on the use of newer (atypical) antipsychotic drugs for the treatment of schizophrenia in June 2002. It is recommended that atypical antipsychotics should be considered as options for the treatment of schizophrenia. The clinician responsible for prescribing the medication should do so following appropriate assessment of the patient and taking into account the views of the patient (or their advocate if appropriate), and the relative benefits and side effects. The statistics currently available on the use of atypical antipsychotics indicate a continuing rise in the prescribing of these products, but no estimates are available of the number of patients who may not be receiving treatment in accordance with NICE guidance. National health service bodies are under a statutory obligation to fund treatments recommended in NICE technology appraisals. We expect primary care trusts (PCTs) to meet their statutory obligations, and strategic health authorities to follow up any allegations of non- compliance. We last reminded PCTs of their obligations in guidance published in January 2003.

Mrs. Calton: To ask the Secretary of State for Health (1) what progress have been made in reducing energy use in the NHS; [108683] (2) what progress has been made on embedding sustainable practice in the National Health Service; [108652] (3) what progress have been made in producing a low carbon economy in the NHS. [108653] Mr. Hutton: The National Health Service has been highly successful in meeting the energy efficiency target of 20 per cent, reduction in energy use from 1990 to March 2000. In April 2001, in accordance with the Government Climate Change Programme, the Department of Health introduced mandatory targets for NHS organisations in England with the aim or reducing the level of primary energy consumed and also carbon emissions produced by the NHS. The targets are: To reduce the level of primary energy consumption by 15 per cent, or 0.15 million tonnes carbon from March 2000 to March 2010. To achieve a target of 32--55 Gigajoules per 100 cubic metres (Gj/lOOcu.m) energy efficiency performance for the healthcare estate for all new capital developments andmajor redevelopments or refurbishments; and that all existing facilities should achieve a target of 55-65 Gj/lOOcu.m. The Department does not differentiate between energy efficiency and carbon efficiency targets. To assist the NHS work towards meeting these targets and embedding sustainable practices in the NHS, NHS Estates issued the "New Environmental Strategy for the NHS" in 2002 together with the guidance document, "Sustainable Development in the NHS" and the software tool, "NHS Environmental Assessment Tool (NEAT)". NHS Estates is also working closely with Action Energy and the Carbon Trust to support the NHS and provide them with best practice advice and guidance on sustainable practices and improving energy efficiency.

Mrs. Calton: To ask the Secretary of State for Health what plans he has to ensure that mainstream programmes and targeted initiatives have (a) a focus on disabled children and young people and (b) targets and indicators monitored as part of Opportunities for All. [96311] Jacqui Smith: All relevant mainstream health and social care programmes give priority to disabled children. In 1999 the Government published national objectives for children's social services, as part of the Quality Protects programme to improve children's services. This included specific objectives around disabled children and young people. To help local authorities achieve these objectives, we have earmarked funding for disabled children of £60 million over three years from the children's services special grant. As part of the development of the children's national service framework, which will set national standards for health and social care, we have prioritised services for disabled children and young people. An external working group has been established to focus on services for disabled children and make recommendations to Ministers on how they could be improved. The three cross Government programmes for children: Sure Start; the Children's Fund; and Connexions all give priority to supporting disabled children and young people. The indicators in "Opportunity for all" are used to monitor progress in relation to the Government's strategy to tackle poverty and social exclusion. They have been selected to capture the multidimensional nature of poverty and to utilise the best available information. The indicators meet certain criteria, one of which is to be outcome focused rather than concentrating of inputs and process. All of the indicators are linked to departmental public service agreement targets, which are reviewed as part of spending review cycles.
