Mr. Ingram: As policing and security are reserved matters for administration by this Government, my right hon. Friend the Secretary
of State for Northern Ireland has retained all of his current responsibilities for the oversight of security at Northern Ireland
airports and management of the Northern Ireland Airport police. None of these responsibilities are being devolved at this time to
the new Northern Ireland Assembly.

Ms Squire: To ask the Advocate-General if she will make a statement on her functions and responsibilities relating to devolution
issues under the Scotland Act 1998. [101247]
The Advocate-General for Scotland: Under the Scotland Act devolution issues are defined in Schedule 6. They relate to questions
about the competence of Acts of the Scottish Parliament or things done by the Scottish Executive. For example they may be about
compatibility with the Scotland Act itself, or with European Community Law or rights under the European Convention on Human Rights.
I have powers to bring or defend proceedings raising devolution issues in the Scottish Courts or the Judicial Committee of the Privy
Council. If other people raise devolution issues in court proceedings in Scotland they must give notice to the Advocate-General.
The Advocate-General also, like the Lord Advocate and the Attorney-General, has the right to refer Bills of the Scottish Parliament,
before they are finally enacted, to the Judicial Committee of the Privy Council so that they can decide whether a Bill or any
provision of it is competent. The main provisions are set out in Section 32, 33 and 34 of the Scotland Act 1998.

Mr. Hoon: Members of the Scottish Executive and the National Assembly of Wales are entitled to ask for and receive any information
which would be relevant to the running of their business. The same principles apply to information that the Ministry of Defence
might require from the devolved Administrations. As this relationship includes an exchange of information both ways, there are no
charging arrangements in place in respect of the budgets of the Scottish Executive and the National Assembly of Wales to pay for the
time of Ministry of Defence officials preparing this briefing.

Mr. Hoon: Members of the Scottish Executive are provided with all information that is necessary and appropriate to enable them to
meet their responsibilities to the Scottish Parliament. As Scottish Ministers are Ministers of the Crown and members of the Scottish
Executive remain Civil Servants, no additional security restrictions apply.
