Mr. Tony Clarke: To ask the Minister of Agriculture, Fisheries and Food what progress has been made by the Environment Agency in respect of its action plan following the Easter 1997 floods and the subsequent report of Sir Peter Bye. [100784] Mr. Morley: The Environment Agency produced an Action Plan for implementing the recommendations in the Independent Report on the Easter 1998 Floods, chaired by Sir Peter Bye. The Chairman of the Environment Agency has provided me with a report of progress up to the end of September 1999. Copies have been placed in the House Libraries. I am pleased to note that the Agency remains on course for completing the substantial work programme set out in the Action Plan to the agreed timetable. Key developments since the Agency's last report, which covered the period to end of June 1999, are as follows. Indicative flood plain maps for all watercourses with a catchment greater than 10 square kilometres in England and Wales have been delivered to over 450 local authorities. Pilot work on flood warning awareness has been analysed and brought together to form the basis of the 1999 public awareness campaign which commenced on 18 October and to which I was pleased to lend my support. The first phase of the campaign focused on raising awareness of flood risk and self help measures to reduce flood damage. Future elements will repeat and reinforce these basic messages and introduce new and additional information to improve public understanding. The head of the Agency's National Flood Warning Centre has been recruited and the programme is in place for the centre to be operational by the end of the year. The results of a review of the Agency's internal management have been translated into a project plan which will see the core flood defence roles and responsibilities harmonised across the Agency by the end of December 1999, with full implementation by April 2000. Work continues in other important areas such as the project to implement the operational changes to the colour coded flood warning messages by September 2000. The Agency continues to work with local authorities in inspecting and recording the condition of all flood defences. Details of defences owned and/or operated by the Agency and local authorities are being collated. However, one area of uncertainty is the inspection of flood defences owned and/or operated by third parties. The question of how to identify such defences, and the scale of the inspection exercise that will be required, is currently being considered by the Agency in partnership with other operating authorities. The Agency continues to make good progress in implementing the Easter Floods Report and I will ensure that the House is updated on future progress.

Mrs. Butler: To ask the Minister of Agriculture, Fisheries and Food what progress has been made in producing high level targets for flood and coastal defence operating authorities. [99380] Mr. Morley: I am pleased to announce the publication, today, of more comprehensive targets for flood and coastal defence operating authorities and a further elaboration of the Environment Agency's supervisory duty. I am placing a copy in the Library of the House. The targets are designed to assist in developing a seamless and integrated service of flood forecasting, warning and response as well as a more certain delivery of Government policy towards flood and coastal defence. They follow recommendations, which the Government accepted, in last year's Agriculture Select Committee report on flood and coastal defence and in the Independent Report on the Easter 1998 floods. The targets take effect from 1 April 2000, building on and developing the interim targets which we published in May. These targets will, among other things, require flood and costal defence operating authorities to produce policy statements on their plans for achieving the Government's policy aims and objectives; flood and coastal defence assets to be recorded and inspected, and flood and erosion risk assessed, There are targets for the Environment Agency to develop its flood warning service, for emergency exercises to be held, and in relation to development control in areas at risk of flooding or erosion. Three are also targets for taking forward initiatives on Shoreline Management Plans, Water Level Management Plans and Coastal Habitat Management Plans, and for monitoring the impact of flood and coastal defence on habitats covered by Biodiverstiy Action Plans. These targets, and elaboration of the Environment Agency's supervisory duty, have been developed in full co-operation with the Agency, the Association of Drainage Authorities and the Local Government Association and in consultation with a wide range of relevant organisations. I have been impressed by the strong support we have had both for the overall approach we have adopted and for the particular measures we are introducing. The Government attach great importance to these targets. We will be monitoring achievement and keeping them under review. There are significant reporting requirements and I shall ensure Parliament is kept informed of relevant developments.

Member for Broxtowe (Dr. Palmer) of 31 March 1999, Official Report, column 744, on floods, what further progress the Environment Agency has made in implementing its Action Plan in response to the Independent report on the Easter 1998 floods. [93605] Mr. Morley: The Chairman of the Agency has provided me with a report of progress up to the end of June 1999. Copies are being placed in the House Libraries. I am pleased to note that the Agency remains on course for completing the substantial work programme set out in the Action Plan. In line with the priorities that I set out last October, the Agency has received an independent report on its management structures and skills base and the recommendations will be implemented by next April. An elaboration of the Environment Agency's flood defence supervisory duty was published in May, along with interim high level targets for the Agency and other flood and coastal defence operating authorities. The Agency is now working with others to ensure that flood and coastal defences are identified and inspected; the results recorded and assessed; and appropriate action to remedy defects put in hand. Consultation on further development of high level targets and the supervisory duty is in hand. The Agency has reported that indicative maps of floodplains have been produced ahead of the September target, and are currently being distributed to local authorities for use in both development control and emergency planning. These maps are being used to review the Agency's database of properties at risk of flooding. Further work has been done on flood warning, with an extension to the number of properties now able to receive direct Automatic Voice Messages through the telephone system. Flood warning messages have been reviewed and a new system to replace the present colour-coded warnings is planned from September 2000. The Agency is embarking on a significant programme of work, both internally and with partners such as local authorities and the emergency services, to ensure that the necessary preparations are made. I have agreed with the Agency that it is important to ensure that these arrangements are introduced successfully and are coupled with a campaign to increase public awareness. The programme of improvements to the Agency's telemetry network is starting following MAFF agreement to grant aid work in England. The National Assembly for Wales is separately considering the telemetry programme in Wales. The Agency continues to make good progress in implementing the Easter Floods Report and I will ensure that the House is updated on future progress.
