Mr. Horam: During 1996-97, the central cost for managing and monitoring the implementation of NHSnet services is estimated at £4.1
million. Information about the costs of implementing the NHSnet system in each NHS organisation is not held centrally. The capital
cost of maintaining and developing the NHS-wide electronic communications system called NHSnet is met by the private sector
suppliers of networking services.

Mr. French: To ask the Secretary of State for Defence if he will make a statement about his Department's proposals for the
introduction of a defence fixed telecommunications system. [3033]
Mr. Portillo: Good communications are crucial to the efficient and effective operation of the armed forces. The defence fixed
telecommunications system--DFTS--will provide, in a single UK-wide network, the telecommunications link and exchanges required by
all defence users. It will integrate and rationalise the five existing UK networks, and provide connections to commercial networks
and to those of allies. It will also reduce current equipment and manpower costs whilst achieving important operational benefits.
The invitation to tender invited bidders to consider solutions based on the principles of the Government's private finance
initiative to enable the MOD to transfer to the private sector the ownership, operation and maintenance of the network and thus
relieve the MOD of the economic risks associated with changing technology and patterns of usage. The contractor will therefore
assume responsibility for providing services at the required levels of performance. Two consortia submitted best and final offers.
I am now able to announce that, subject to the satisfactory conclusion of contractual negotiations, I have approved the
implementation and commercial management of DFTS services, under a 10-year contract with the INCA consortium, led by British
Telecommunications plc, in conjunction with Lockheed Martin, OASIS and GEC-Marconi.
Under the PFI arrangements, INCA will make maximum use of the infrastructure serving other customers. The contract will be worth in
the region of £700 million, which makes it the MOD's biggest PFI deal so far. Taut contractual arrangements will be negotiated to
provide incentives for INCA to meet required levels of performance. We estimate that this will result in savings to the MOD well in
excess of £100 million.
The implementation of the DFTS will entail placing under commercial management the work currently undertaken by staff in some 1,200
military and civilian posts at about 100 defence establishments throughout the UK. Detailed arrangements for this will be agreed
during contracts negotiations.

Mr. John Marshall: To ask the President of the Board of Trade what steps he proposes to take to keep illegal material off the
Internet. [41234]
Mr. Ian Taylor: The Internet is one of the most important developments in information technology of recent years, and the Government
are determined that problems with the very small proportion of illegal material should not jeopardise the enormous potential
benefits of the Internet to UK users.
The basis for the Government's approach is that the Internet is not a legal vacuum: the law applies on-line as it does off it.
We therefore welcome the recent industry-led initiative in the UK, put forward by the two leading UK trade associations, the
Internet Service Providers Association and the London internet exchange, Linx, supported by the Government and the police, and
facilitated by the DTI, which addresses these difficult issues. The proposals, "R{3} Safety-Net" launched at a press conference at
the DTI on 23 September, have two main parts. First, service providers will take responsibility for the removal from their servers
of material which is notified to them as being illegal in the UK--for example, material which it is considered breaches the Criminal
Justice Act 1988, under which it is an offence to possess child pornography. A hotline is to be established via which members of the
public can report instances of material which they consider might be illegal. Secondly, news groups and web pages will be given a
rating according to their usual content, so that users can chose to avoid those where illegal material has previously been found, or
which contain material they personally may find offensive. Internet service providers will also contribute to research into the
application of ratings systems, and the development of relevant screening software, to deal with material which, whilst not illegal,
may be found offensive by many people. Copies of the proposals have been placed in the House Library, and can also be accessed on
the DTI's homepage on the World Wide Web.
This initiative represents a concrete, practical and positive start to the problems of illegal or offensive material being
distributed on the Internet. It also strikes the right balance between the need to ensure that the Internet can be used safely and
the need to safeguard freedom of speech. There is already effective statutory backing to this approach because existing law applies
on the Internet. No new regulation is needed.
This approach is the first in the world to bring industry, Government and the police together in this way. Work is now under way to
promote its adoption internationally, which is vital given the ease with which material can be transmitted across borders. A
positive start has been made in discussions in the EU following the recent Telecoms Council.

Mr. Page: A business networking project based on the Danish broker model has already been piloted in the south-west. Business
networking was one of three key areas identified for support under the second competitive White Paper, Cm 2867. As such, it figures
prominently amongst the projects being developed throughout the country by TECs and business link partnerships.

Mr. Ian Taylor: Following the discussion between Departments to which I referred in my replies to the hon. Member for Brigg and
Cleethorpes (Mr. Brown) of 6 March 1996, Official Report, column 229, and 25 March 1996, Official Report, column 411, I am today
publishing a paper outlining the Government's policy on the provision of encryption services on public networks. Copies of the paper
are available in the Library of both Houses.
The Government aim to facilitate the development of electronic commerce on the emerging global information infrastructure. This is
of significant importance in maintaining the UK's competitiveness and is a component of the Department's information society
initiative. There is a growing demand for encryption services to safeguard the integrity and confidentiality of electronic
information transmitted on public telecommunications networks. The Government therefore propose to make arrangements for licensing
trusted third parties who would provide such services. These TTPs would offer digital signature, data integrity and retrieval, key
management and other services for which there is a commercial demand. The licensing policy will aim to protect consumers as well as
to preserve the ability of the intelligence and law enforcement agencies to fight serious crime and terrorism by establishing
procedures for disclosure to them of the encryption keys, under safeguards similar to those which already exist for warranted
interception under the Interception of Communications Act 1985.
Officials within my Department have held preliminary discussions with industry groups on the concepts set out in the paper. The
Government intend to bring forward proposals for legislation following consultation by the Department of Trade and Industry on
detailed policy proposals.

Mr. Nigel Evans: To ask the President of the Board of Trade what are the results of his consideration of responses to his
consultation document on the liberalisation of international telecommunications services.[32167]
Mr. Ian Taylor: The Government will be inviting applications from today for further licences to provide international service from
the UK, on the same terms enjoyed up to now by only BT and Mercury--that is, on telecommunication facilities owned and controlled by
the company providing the service. These companies will be able to offer services on any route they choose.
This is another step in ensuring the continued competitiveness of the United Kingdom, both as a hub for telecommunications traffic
worldwide, and as a place where the increasing number of companies for whom telecommunications play a major role in their business
will choose to base their operations.
I believe that this further liberalisation will benefit users by bringing down international rates more quickly, and benefit the UK
economy by attracting new investment, both by telecommunications operators and user companies, to the UK.
In parallel, we will be continuing to press for improved access for UK operators, both within the EU through strict application of
new Community liberalisation rules, and in other countries through the World Trade Organisation.
I am also pleased to announce that the UK will, on 1 July, be lifting the "equivalency" rules which at present limit international
simple resale--ISR--services to certain routes. We will allow the provision of telecommunications services over leased line capacity
on any route. I stress, however, that while we wish to open the UK market to full competition, we will ensure that such competition
is fair.
I believe that liberalisation in Europe and other major markets reduces this risk of abuse by overseas companies which enjoy a
monopoly or are inadequately regulated in their home market. One-way bypass--where companies might continue to charge UK-based
carriers above-cost accounting rates, while delivering their own traffic more cheaply here--is an example of such abuse. We will be
taking steps to deter such behaviour in the licences we shall be issuing.
The licences will contain many of the provisions already in PTO licences and in those for international simple resale. In
particular, we will wish to give the Director-General of Telecommunications powers to prevent one-way bypass or discriminatory
practices between affiliate companies.
Where there is no overseas competition, provisions will be applied immediately requiring "proportionate return" both for resale and
international facilities-based traffic. This will avoid rapid traffic imbalances occurring as a result of one-way bypass. Operators
on these routes will also have to charge the same accounting rates as each other.
However, on the six routes which have already been found equivalent, and for EU routes, these obligations will be only reserve
powers, and will not be applied unless market developments dictate. As other routes become more competitive, we will waive these
last two requirements for those routes.
The new licences will be public telecommunications operator--PTO--licences, and we will undertake the usual public consultations,
and address any further issues which arise in the course of these applications. I aim to be able to issue the first licences from
July.

Mr. Ian Taylor: [holding answer 4 June 1996]: The information society initiative pilot local support centres at Manchester and
Harlow are both open. The Manchester centre, based at the national computing centre, was formally opened on 13 February and the
Harlow centre, which is based at the Harlow information and technology training centre, ITEC, was opened on 19 March 1996.
Both have facilities for businesses to get "hand-on" experience of using the Internet, world wide web, etcetera for commercial
purposes, to encourage electronic commerce, and provide advice sessions and training courses for small businesses. Both are working
with local business link partnerships in the development of services. The Manchester centre has been running training course for
business link advisers and counsellors.
A countrywide network of local support centres will be established over the course of the information society initiative.

Mr. Maclean: The police work closely with the art loss register, which has a database of around 70,000 items. The Government
consider this is an excellent example of partnership between the police and private enterprise.

Mr. Sproat: The Government are determined to ensure that the latest information technology will be available to public libraries,
museums and galleries to give greater access, by the general public, to information and our cultural heritage. With this in mind I
held a series of meetings earlier this year with representatives of the cable industry. I am glad therefore to be able to welcome
the Cable Communications Association's decision to contribute £50,000 to fund a feasibility study into the use of broad-band
networks to ensure that libraries, galleries and museums are used to their full potential. The study will be managed by the Library
and Information Commission, and will draw on expertise from the libraries, museums and education sectors.
