That this House is aware that investigations carried out inside British laboratories over the past five years by, amongst others, the National Anti-Vivisection Society, have revealed that many animal experiments are conducted on products which have been on the market for many years and which have previously been tested on animals, are carried out on animals where the difference in reaction between humans and other species is already known and where a non-animal method of experimentation already exists; understands in addition that thousands of animals are constantly bred for research, only to be killed because they are surplus to requirements because of wrong age or weight; is concerned about the overtly secretive way in which the Animals (Scientific Procedures) Act 1986 is currently administered; believes that little progress can be made to stop such barbaric practices unless there is full public accountability and open access to information on such matters; and calls upon Her Majesty's Government to make publicly available the technical details of all applications for project licences so as to allow animal welfare organisations to monitor events and to suggest non-animal methods before any such experiments take place.
