On 15 October 1996, my right hon. Friend the President of the Board of Trade announced a significant rationalisation of the current
range of programmes for promoting research and development, including plans for a new scheme in England combining the current SMART,
SPUR, SPUR-plus and innovation element of regional enterprise grants. A copy of the announcement, DTI press notice p/96/756, is
available in the Library of the House. A further announcement with details of the new scheme, including funding levels for 1997-98
and 1998-99, will be made in due course. Different arrangements will apply in Scotland, Wales and Northern Ireland.
Work is also being done to enable these schemes to reflect foresight objectives.

Mr. Evans: To ask the President of the Board of Trade if he will make a statement on the programme of prior options reviews of
public sector research establishments. [13631]
Mr. Lang: This programme of reviews has now been completed. The final reports were submitted, as planned, at the end of December
1996. The Government are today announcing decisions on all the outstanding reviews.
My hon. Friend the Minister for Science and Technology is today making announcements on a number of establishments for which my
Department has responsibility, as follows:

The aim of the reviews has been to ensure that the country achieves the greatest possible benefit from the substantial
resources--some £690 million annually-- devoted to all the establishments. Reviews have been approached on a case-by-case basis in
the context of the prior options guidelines. Decisions have been taken collectively by Ministers to ensure the reviews address the
actual and potential relationships between establishments in similar or related fields. The decisions announced today are designed
to ensure that establishments operate with maximum effectiveness and efficiency, and to enhance the scientific excellence for which
they are renowned.
Prior options reviews are normally undertaken on a five-yearly cycle. However, the Government have a continuous requirement to
assess performance and structure against evolving objectives, and reviews may in some circumstances be necessary within the
five-year period. It is intended to maintain this standard arrangement for the establishments reviewed in 1996, subject to progress
with the follow-up measures agreed by Ministers. These include a range of measures to improve the management and customer focus of
the establishments, as set out in the individual announcements.
As with previous announcements under this programme, memorandums explaining the rationale for Ministers' decisions will be placed in
the Library of the House as soon as possible.

Mr. Flynn: To ask the President of the Board of Trade what proposals he has to increase research into nano-technology. [10616]
Mr. Ian Taylor: The Government are committed to innovation and the application of research across the full range of technologies
including nano-technology. At least two new projects relevant to nano-technology have recently been introduced through the foresight
programme, including a national centre for microelectronics. It is for the research councils, universities, academics and industry
to take forward specific projects where appropriate.

Mr. Dalyell: To ask the Secretary of State for Education and Employment what plans she has for funding increased in-service training
for (a) primary teachers teaching science and (b) science teachers in secondary schools. [10957]
Mr. Forth: The Government support in-service teacher training, for both primary and secondary school teachers, through elements of
the grants for education support and training programme. GEST-supported expenditure will rise from £266.4 million in 1996-97 to
£296.8 million in 1997-98. Schools generally have considerable flexibility in deciding how to spend GEST funds, although some is
ring-fenced, including funding to enhance primary teachers' subject knowledge.
