The procurement of social influencers in Cabinet Office can be done through the CCS Framework RM6125 - Lot 1 End to end campaign solutions, which can be found on this link here.. There is no roster of preferred or recommended influencers.

The Government follows the Health and Safety Executive (HSE) guidance derived from The Workplace (Health, Safety and Welfare) Regulations 1992. The minimum temperature for workplaces is already stipulated by HSE and is readily available online. See here. There is currently no equivalent maximum temperature.

In addition to the buildings named in the announcement on Places for Growth dated 14 May 2025 (102 Petty France, 39 Victoria Street and Caxton House), a further 8 buildings will close by 2030. Details will be announced following the conclusion of ongoing commercial discussions. This represents value for money for the taxpayer, delivering £94m in savings per annum whilst ensuring that London continues to be a vibrant place for Civil Servants to work.

On 6 April, the Chancellor of the Duchy of Lancaster announced a full review of all UK government arm’s length bodies, and proposals for new bodies, in order to return policy decisions to Ministers, reduce duplication and improve efficiency and transparency. The review is ongoing and outcomes will be announced in due course.

The decision to create or close Government Departments is the responsibility of the Prime Minister. There are no active processes underway to create or close any departments.

Since 4 July 2024, 5 Directors of Communications for government departments have left their roles.

The guidance for declaring Non-Executive Board Member interests, with a particular reference to declaring political activity, differs from the Governance Code on Public Appointments as its scope is limited to current interests an individual holds.

The guidance published on 28 November 2024 requires Non-Executive Board Members to declare any current political activity. There are strict rules in the Code of Conduct for Board Members of Public Bodies about political activity (sections 3.11 - 3.15). As stated in the code of conduct, any breaches are also considered a breach of the terms of appointment.

Declarations of previous political activity is a requirement during the Public Appointment process so that advisory assessment panels can assess whether the activity should be taken into account when determining a candidate’s suitability for the role.

The Government is determined to ensure the £385 billion of public money spent on public procurement annually, delivers economic growth and supports small businesses across the country. For too long, small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) have been held back by government procurement processes that are too slow, bureaucratic, and difficult to navigate.

The National Procurement Policy Statement (NPPS) sets out the Government’s strategic priorities for public procurement and builds on measures in the Procurement Act including an expectation for all public bodies to maximise procurement spend with SMEs and VCSEs.

In central government, we have announced new rules to drive greater transparency and accountability for increasing numbers of SMEs and VCSEs delivering public contracts. From 1 April 2025 central government departments must set three-year targets for direct spend with SMEs, and from 1 April 2026 for VCSEs, and to publish progress annually.

The Government is also currently consulting on further reforms to our public procurement processes to build on the changes introduced in the Procurement Act. In particular, these reforms will open up more opportunities for SMEs and VCSEs.

The Government is considering legislation to scrap laws that get in the way of a modern and productive state.

Any such legislation will be brought forward and announced in the usual way.

The Government has recently implemented the Procurement Act 2023 which has introduced significantly enhanced transparency throughout the commercial lifecycle. Alongside this, a new Central Digital Platform has been rolled out and captures this data in the public domain- from publishing tender notices to contractual key performance indicators. Other measures introduced include requiring conflicts of interest assessments to ensure impartiality and equal treatment obligations that require suppliers participating in the procurement to be treated the same. A new Procurement Review Unit will additionally provide oversight for the regime and ensure it is functioning well. The Government is considering new legislation and has launched a consultation that is currently seeking views.

As with all strategic suppliers to the government, we continue to monitor Capita's conduct and commercial performance. The Supplier Code of Conduct expects suppliers to treat employees and service users fairly and in line with employment laws, including non-discrimination, harassment, victimisation, and human rights. It also requires adherence to ethical standards, counter-fraud policies, and whistleblowing procedures, promoting lawful and appropriate working practices throughout the supply chain. Suppliers are expected to communicate these standards internally and to their subcontractors.

As a strategic supplier to the Government, Capita has signed a Memorandum of Understanding (MoU) which supports this framework through proactive risk management. It enables the Cabinet Office to monitor performance and financial health, identify breaches, and, where necessary, take action such as developing Improvement Plans to address any workplace conduct and governance issues.

The Government Property Agency (GPA) provides free tampons in female toilets at Birmingham, 23 Stephenson Street, Nottingham, Apex Court, London, 70 Whitehall and Coventry, Cheylesmore House. Tampons are not provided by the GPA in any male toilets.

The Procurement Act 2023 requires contracting authorities to act, and to be seen to act, with integrity, and has introduced new requirements to identify and review any potential conflicts of interest in relation to a procurement.

Contracting Authorities must now prepare a conflict of interest assessment at key points in the procurement, including details of any actual or potential conflicts of interest and any steps they have taken to mitigate them.

This Government is committed to creating jobs that provide security, treat workers fairly, and pay a decent wage. The Government’s Social Value Model provides an opportunity to reward suppliers who provide good working conditions for staff working on public contracts. The Employment Rights Bill also supports workers’ rights to access a Trade Union.

The Government uses a range of channels to reach and engage the public. Use of these platforms is assessed against the high standards for digital safety, as set out in the Government Communication Service (GCS) SAFE framework.

The Government is committed to tackling misconduct in public procurement. All contracting authorities and suppliers are expected to act, and be seen to act, with integrity. The debarment regime came into effect on 24 February 2025. We will not hesitate to make use of those powers where there is evidence of wrongdoing where appropriate.

In order for any supplier to be added to the debarment list, an investigation must be undertaken.

Full information on government spend with Microsoft is not held centrally by the Cabinet Office (CO), as individual departments and public bodies are responsible for their own procurement and contractual arrangements.

However, the Crown Commercial Service (CCS), an executive agency of the Cabinet Office, manages the Strategic Partnership Arrangement 2024 (SPA24) with Microsoft.

Approximately £1.9 billion has been spent on Microsoft software licences via third-party resellers in the financial year 2024/25. This spend is through SPA24 and its predecessor DTA-21. These agreements enable all eligible UK public sector organisations to access discounted pricing on a range of Microsoft products.

The Government is determined to deliver high quality public services and better value for money for the taxpayer. The Government is currently consulting on introducing a public interest test to assess whether expiring contracts could be better delivered, and drive better value for money, in-house. Contracting authorities are responsible for their own procurement decisions; introducing a public interest test will mean that authorities make evidenced-based decisions on the best way to deliver public services.
