Prepaid cards will be accepted as voter ID if they are issued by a UK bank and display the elector’s name.
We will be bringing forward the relevant legislation when Parliamentary time allows.

The government is committed to delivering on the manifesto commitment to give 16- and 17-year-olds the right to vote in all elections during this Parliament, strengthening our democracy, empowering young people to participate and building an informed and empowered electorate. Legislation will be introduced as soon as parliamentary time allows during the lifetime of this Parliament.

We will continue to engage with a range of stakeholders, including with political parties and sector representative organisations such as the Association of Electoral Administrators, to ensure these changes are delivered successfully.

On the 15th of October the government laid the statutory instrument required to add the Veteran Card to the list of photographic identifications accepted in polling stations as voter ID, thereby fulfilling a key manifesto commitment.
The Ministry consulted with the Electoral Commission on this statutory instrument in August this year – the Commission supported the amendments proposed.

Alongside work to deliver on our manifesto commitments, the Government is considering a range of policies and approaches to tackle the challenges in the current systems for electoral registration and conduct. We will continue to work in partnership with key stakeholders, including the Electoral Commission and electoral administrators, to help ensure that any proposed changes address the priorities of the sector. Ministerial meetings with partners in the electoral sector are already taking place.

The Government is committed to carefully and thoroughly reviewing the voter identification rules and evaluating how they impacted citizens during the General Election. Work is already underway on this evaluation and will include consideration of how 16 and 17 year olds will be able to verify their identification at polling stations in line with plans to extend the franchise to 16 and 17 year olds.

All the measures pertaining to the Electoral Integrity Programme, stemming from the Elections Act 2022, have now been implemented. This is with exception of the measures regarding the franchise for European citizens, which are in progress and are due to have completed implementation by February 2025.

As our manifesto made clear, the government will address the inconsistencies in the voter identification policy. We have already committed to adding the HM Armed Forces Veteran Card to the list of documents that are accepted at the polling station. We are continuing to assess and review the policy and if any further changes are found to be necessary or appropriate, we will bring forward proposals for them in due course.

The Electoral Commission is the independent electoral regulator and will be reporting on the administration of the May elections and the recent General Election. This will include the proportion of individuals turned away for lack of accepted identification. We anticipate publication of their initial findings on voter ID later this month and their full election report later in the year.
In line with our manifesto commitments, we will carefully review the voter ID rules and evaluate how they impacted citizens during the General Election before bringing forward firm proposals for reform in due course. This will of course include full consideration of the Electoral Commission’s findings.
