Highways England does not hold data in the format requested. The Economic Assessment Report provides a high-level estimate of the user delay costs, as provided in my answer of 4 April.
The Department for Transport also has guidance on economic appraisal of the impacts of unplanned rail delays and temporary timetables associated with engineering work. Estimates will vary based on demand levels, purpose of trips and rail fares.

The impact of delays during construction of the M4 junction 3 to 12 smart motorway scheme was assessed as part of the economic appraisal undertaken prior to the start of construction. This took into account various factors including the impact of the construction programme in full, lane availability and also the effect of limiting traffic speed to 50mph. This assessment gave an estimated value of £123m for user delay costs during construction. The economic appraisal also forecasts that the scheme could deliver £2 of benefits for every £1 of cost.

Highways England is currently assessing the need for lighting on the M4 J3 to J12 smart motorway scheme against current standards. Where lighting is required it will be retained and junctions will remain lit. If any lighting is proposed to be removed from the scheme, Highways England will need to consult with affected local authorities as part of the process of discharging requirements set in the planning approval (Development Consent Order).
