Ofcom's report ““The UK Communications Market 2007”” shows that developments in technology have seen broadband reaching the majority of households and businesses in the UK and this has been reflected in widespread take-up (there are now over 16 million broadband connections in the UK). The UK has one of the fastest growing broadband markets in Europe and continues to have the most extensive availability, with 99.8 per cent. of households able to access broadband.Statistics show that 53 per cent. of all UK adults lived in households with a broadband internet connection in Q4 2006—up from 39 per cent. in 2005 and seven times the 2002 penetration level.The rising take-up of bundled services has contributed to the falling costs of all telecommunication services. The UK's 16 million broadband households are paying 36 per cent. less than they were four years ago, while headline connection speeds are up to 16 times faster—although actual speeds are often far slower than advertised. Competition has seen service providers differentiating in terms of price, speed, quality and in terms of product bundles.52 per cent. of people in the UK with broadband purchased it in conjunction with another communications service, often receiving heavy discounts on the price of stand alone broadband. Some suppliers now offer standalone broadband for under £10 per month, while others provide free broadband when customers buy additional communication service, the cost of the broadband being subsidised by other services in the bundle. Prices for broadband will continue to fall as competition for subscribers intensifies.I would be delighted to hear from industry about any plans they have to make broadband more affordable, including for the elderly or disabled.

Discussions on the potential of the digital switchover programme to facilitate increased internet usage have been ongoing between the Department for Trade and Industry/Business, Enterprise and Regulatory Reform, and the Department for Culture, Media and Sport throughout the development of the policy for whether, and if so, how and when, full switchover to television should be implemented. The joint Government—Industry Digital Television Action Plan which operated from January 2002 to November 2004 included a number of actions to explore the potential synergies between television switchover and providing access to services provided over the internet. With further technological advances since 2005, the issue has continued to be considered in the digital switchover programme. However, it remains the case that, while some means of electronic communications such as broadband networks can also offer reliable access to digital television services, digital television does not of itself provide easy-to-use access to the internet.The Government have asked the BBC to establish and fund the Digital Switchover Help Scheme to assist those aged 75 or over, and younger people with significant disabilities, including those registered as blind or partially sighted to convert to digital television. The scheme will provide practical help with obtaining and installing equipment, and aftercare support. Providing access to the internet would add significantly to the complexity of the scheme and of the communications which support it. It is also likely to add significantly to the complexity for many of the recipients of the Help Scheme assistance and so act counter to the objectives of the scheme. We will continue to keep under review the options for accommodating new and emerging technologies into the scheme to help ensure that the equipment provided best suits the needs and interests of older and disabled people.

Mr. Chaytor: To ask the Secretary of State for Work and Pensions when the £10 earnings disregard for war disablement pensioners applying for income-related benefits was last uprated; what the value of the disregard would be on 1 April had it been uprated in line with the Rossi Index; and how many war disablement pensioners are benefiting from the £10 earnings disregard. [149536] Malcolm Wicks: There is no specific earnings disregard for people receiving a war pension, although they can benefit from the standard disregards available to anyone claiming undertaking part-time work while claiming an income-related benefit. However, in recognition of the special nature of war disablement pension, there is a disregard of these payments when assessing entitlement to income-related benefits. This was set at £5 when income support was introduced in April 1988, and would currently stand at £8.15 had it been uprated in line with the Rossi index; it was increased to its current level of £10 in April 1990, and carried over at the same level for the new pension credit when it was introduced in October 2003. In the case of housing benefit and council tax benefit, most local authorities disregard war pensions in full and all but two disregard more than the statutory £10; from April this year, local authorities will get extra subsidy of up to 75 per cent. for any local discretionary scheme they operate. The most recent figures show that 8,800 income support recipients benefit from the £10 disregard; the number of people receiving jobseekers allowance (income based) who benefit from this disregard is nil or negligible.
