It is estimated that around 20,000 people in Wales reaching state pension age in 2016-17 will be eligible for a single-tier pension.
Geographical breakdowns of the impact of the single-tier reforms relative to the current state pension are not available.
However, there were around 180,000 self-employed people in Wales in 2012. Those who are paying only Class 2 national insurance contributions are not currently credited towards the state second pension, but will be treated as having a full qualifying year under the single-tier pension valuation.

Entitlement to the state pension is based on a person's national insurance contributions record. Carers may receive credits which count towards it.
It is a principle of the social security system that two income-replacement benefits, such as carer's allowance and state pension, cannot be paid together. This is known as the overlapping benefits rule. If a carer's basic state pension is less than carer's allowance, it is paid and topped up with carer's allowance to the basic weekly rate of carer's allowance.
Pensioners with income below a certain level can get help from pension credit. Pensioners who are entitled to carer’s allowance can also be entitled to an additional amount in pension credit.
Where carer's allowance cannot be paid because of the overlapping benefits rule, the person will keep underlying entitlement to the benefit and therefore entitlement to the additional amount for carers in pension credit.
We have no plans to change these arrangements.

An extra £25 million has been allocated to the £20 million baseline discretionary housing payment funding to specifically help those who live in specially adapted homes. The baseline funding is however available for other priority groups including those with long-term medical conditions that may create difficulties for those who would normally be expected to share a bedroom.
People living in social housing will be able to claim housing benefit for an extra bedroom if their disabilities are such that they require a non-resident carer (or team of carers) to stay overnight.

A bedroom will be allowed in the assessment of occupancy for a carer living in the household and for a carer who provides necessary overnight care to the claimant or their partner as is already the case for private tenants.
As part of the under-occupation measure we have added £30 million to the discretionary housing payment fund, £25 million of which is aimed at supporting disabled claimants living in adapted properties.
