Mr. Alex Carlile: To ask the Secretary of State for National Heritage what advice she has given concerning the owners of premises to
which the public are admitted in relation to granting permission to charities to make collections on those premises; and if she will
make a statement. [21367]
Mr. Sproat: None. However, the Charity Commission has for a number of years advised retailers about the risks of fraudulent
collectors. The commission regularly advises retailers on the licensing requirements for charitable fundraising and how they can
make checks to establish whether a charity or fundraiser is a registered charity or is otherwise known to the commission. Stores are
encouraged to pass on to the commission information about organisations or individuals who have approached them for permission to
collect on their premises and who did not, for whatever reason, appear to be bona fide. The Charity Commission continues to look for
opportunities to help retailers to avoid giving permission to possibly fraudulent collectors.

Mr. Sproat: [holding answer 4 March 1997]: A total of £969,320 has been paid out to projects in Crewe and Nantwich. This represents
62 per cent. of the total awards of £1,556,221 announced for the constituency.

Mr. Mark Robinson: To ask the Secretary of State for National Heritage what guidance has been issued to valuation officers when
assessing the rateable values of premises occupied by voluntary sports clubs and recreational charities; and if she will make a
statement. [18276]
Mr. Sproat: Following consultations with the National Playing Field Society and the Central Council for Physical Recreation, the
Valuation Office agency has issued additional guidance to valuation officers about the rating of premises occupied by voluntary
sports clubs and recreational charities. This further guidance has been agreed with the representative bodies I have mentioned, and
gives advice on a number of rating valuation aspects including ability to pay and lottery funding. In addition, it should assist
with the speedier settlement of any appeals by occupiers of the type of property in question.
My hon. Friend the Member for Erewash (Mrs. Knight) is the Treasury Minister responsible for the Valuation Office agenda and she,
like me, welcomes this useful step which, in some circumstances, should be of benefit to voluntary sports clubs and recreational
charities.

Sir Andrew Bowden: To ask the Secretary of State for National Heritage what amount and what percentage of the total awarded by the
National Lottery Charities Board since its inception has been allocated to organisations representing older people and pensioners;

Mr. Sproat: The National Lottery Charities Board has so far made 6,925 grants worth £478 million. Of these, 620, 9 per cent. of
grants, worth £33.7 million, 7 per cent. of money, have been to charities and voluntary organisations for projects working
specifically with older people and pensioners. The list of awards has been placed in the Libraries of the House. Many other grants
will benefit people of all ages, including older people and pensioners.

Mrs. Anne Campbell: To ask the Secretary of State for National Heritage to which format the accounts of exempted charities are
required to conform in order to comply with the requirements of section 47(2) of the Charities Act 1993. [12860]
Mr. Sproat: Section 46(1) of the Charities Act 1993 requires charity trustees of any exempt charities to keep proper books of
account with respect to the charity and, if not required by or under the authority of any other Act, to prepare consecutive
statements of account consisting of an income and expenditure account relating to a period of not more than 15 months and a balance
sheet relating to the end of that period. The statement of recommended accounting practice accounting by charities, published by the
Charity Commission, applies in relation to all charity accounts unless a more specific statement of recommended practice applies.
Section 47(3)(d) of the Act provides that the statement of accounts of an exempt charity to be provided on request is the most
recently audited, if the accounts are required to be audited, or otherwise the most recently prepared accounts.

Mr. Harry Greenway: To ask the Secretary of State for National Heritage if she will take steps to enable animal welfare groups to be
eligible for lottery funding; and if she will make a statement. [7777]
Mr. Sproat: Any organisation established for charitable, benevolent or philanthropic purposes, including animal welfare charities,
is eligible to apply to the National Lottery Charities Board. Animal welfare charities are, therefore, welcome to make appropriate
applications. The board makes grants to charities and voluntary organisations according to the priorities set for each grants round;
I understand that chief executives of several animal welfare charities have welcomed this approach and agreed that the most
appropriate round in which to apply is that aimed at improving people's living environment; this round is due to be launched next
year.

Mr. Renton: To ask the Secretary of State for National Heritage how many charities have been awarded funds from the national
lottery.[28880]
Mr. Sproat: [holding answer 20 May 1996]: As at 15 May, 6,685 awards have been made totalling over £1.54 billion. More than 80 per
cent. of these grants have gone to charities or voluntary organisations and account for around half of all the money awarded.
The National Lottery Charities Board is distributing 20 per cent. of the proceeds of the national lottery exclusively to projects
proposed not only by registered charities, but also to those put forward by voluntary organisations and organisations with a
philanthropic aim. The board has made 2,460 grant awards totalling £159 million to charitable organisations both large and small.
