You recently asked the Secretary of State for Northern Ireland a Parliamentary Question, whether improvements to (a) the A24 road
between Belfast and Carryduff and (b) the A7 road between Carryduff and Saintfield are planned over the next two years (222122). I
have been asked to reply as this issue falls within my responsibility as Chief Executive of Roads Service.
Our Eastern Division is undertaking a programme of assessment of strategic routes to identify what improvements may be needed in the
context of each overall route. The A24 and A7 will form part of this assessment programme however, apart from ongoing routine and
structural maintenance, currently Roads Service has no specific planned improvements to these roads over the next two years.
A potential scheme to provide an overtaking lane on the A7 between Carryduff and Saintfield at Glassdrumman, has been identified and
will be progressed subject to the availability of funds.
You may be aware that Roads Service has already completed a number of schemes on the Carryduff to Downpatrick route, which have
provided increased carriageway and verge width, improved forward sight distances and designated overtaking opportunities.
In conclusion, I can assure you that we remain committed to the further improvement and upgrading of the roads infrastructure in
this are and along this route in particular.

You recently asked the Secretary of State for Northern Ireland a Parliamentary Question, about what his plans are for improving road
and rail links between the airport at Aldergrove and Belfast, with particular reference to the Dunsilly roundabout M2 link through
Antrim town to the airport. (223171). I have been asked to reply as this issue falls within my responsibility as Chief Executive of
Roads Service.
You may recall that John Spellar, MP, in his letter dated 22 October 2004, assured you that the importance of Belfast
International Airport as a transport hub was recognised by the Regional Development Strategy and the Regional Transportation
Strategy. During preparation of the Regional Strategic Transport Network Transport Plan (RSTN TP), the transport links to Belfast
International Airport were examined. However, it was considered that the three roads radiating out from the Killead roundabout
provided good links to the strategic road network, servicing the Province and beyond. No additional road infrastructure was
considered necessary during the life of the Plan.
The Antrim Road/Dublin Road between Belfast International Airport and Antrim does not offer a direct link to the Key Strategic Road
Network and is not therefore, considered to be either a Key Strategic Corridor or Link Corridor, as defined in the Regional
Development Strategy. However, the RSTN TP appraisal process included the examination of a new link road connecting the M2
Motorway/Rathmore roundabout to Belfast International Airport, and it is hoped that this proposal will be included, not only in
Roads Service's Long Term Forward Planning Schedule, but also as a potential Transport Scheme in the forthcoming
Antrim/Ballymena/Larne Development Plan, currently being prepared by the Department of the Environment's Planning Service. The
inclusion of this scheme would afford protection of the route from any development that would be likely to prejudice future
implementation of a scheme.
With regard to the Antrim Road/Dublin Road, which forms part of the route from the Dunsilly Roundabout to the airport, I can advise
that Roads Service has identified a number of possible road improvements. The first of these, involving the realignment and widening
of approximately 500m of carriageway, together with a right turn lane and improved visibility splays at the Dungonnell Road junction
to Crumlin, is scheduled to start during the 2005/06 financial year.
The proposed improvements to the M2 motorway, which will be undertaken as part of Package 1 of Roads Service's DBFO Programme, will
widen the existing carriageway to provide three lanes in the Belfast bound direction from Sandyknowes junction through the
Greencastle interchange to join the M5. An additional lane will also be provided to carry 3 lanes through the Greencastle
interchange in the northbound direction. The works will include the replacement of three of the bridges over the M2 motorway on this
section of the route, i.e. Hightown Bridge, Collin Bridge, and Longlands Bridge.
With regard to improving rail links to the airport, I understand in the context of a new park and ride site near Templepatrick, that
Translink would consider diverting the current bus service between Aldergrove and the Europa Bus Centre to enable a rail connection
to be made there.

You recently asked the Secretary of State for Northern Ireland a Parliamentary Question asking what plans the Government has to
improve (a) the Portaferry Road between Newtownards and Portaferry over the next two years and (b) traffic management in Newtownards
to alleviate traffic congestion at peak times (222123). I have been asked to reply as the issue raised falls within my
responsibility as Chief Executive of Roads Service.
I am pleased to be able to advise you that we are planning an improvement scheme during the 2005/6 financial year, costing
approximately £30,000 along the A20 Portaferry to Newtownards road at the Rowreagh Road/Gransha Road junction, subject to agreement
on land acquisition. We are also starting work shortly on the reconstruction of Main Street, Kircubbin, from the junction with
Blackhall Street to the junction with Roden Street, at an estimated cost of £300,000. Unfortunately, a scheme to resurface
approximately one kilometre of the stretch of Rowreagh Road south of Loughdoo Road to Abbacy Road at a cost of approximately
£120,000 has been postponed due to an impending major works scheme by Water Service.
With regard to traffic management schemes planned for Newtownards, you will be aware a number of road improvement schemes have been
identified in the Draft Ards/Down Area Plan. I understand the Public Inquiry for the Plan is due to commence in early May. The
schemes identified in the Area Plan include the: Bowtown Road link--from Portaferry Road to Bowtown Road; Southern Relief Road--from
Portaferry Road to Scrabo Road via the Comber Road; Frederick Street Link--from Nursery Road to Frederick Street Roundabout; and
Talbot Street/North Road upgrade--improvements to junction layout.
In addition, the construction of the Bowtown Road link extension to the Donaghadee Road via the Movilla Road, to the east of
Newtownards, has been identified to be undertaken with the proposed development to the east of the town. All of these schemes will
contribute significantly to the improvement of traffic movements in the town of Newtownards, although no definite timescale can be
given for the delivery of most of these schemes at this time.
It is likely that the proposed Southern Relief Road, which will greatly benefit traffic movement in the area, may well be provided
over the next two years. Planning permission has already been granted for a section of this road and work is currently ongoing to
progress the Direction Order on the remainder of the scheme.
The Zion Place roundabouts on the Bangor Road have also been identified within the Draft Ards/Down Area Plan as requiring
improvements and modelling work is ongoing for this junction. As the provision of the Southern Relief Road will alter the traffic
movements at the New Road/Portaferry Road junction, this site is also being examined. Unfortunately, it is not possible at this time
to be precise on when these junctions may be improved as any proposed schemes will be dependant on the findings of the Area Plan
Public Inquiry.

You recently asked the Secretary of State for Northern Ireland a parliamentary Question asking how many accidents on Ballyquin Road,
Limavady, County Londonderry, have been reported to DRD Roads Service within the past 10 years (220441). I have been asked to reply
as the issue raised falls with my responsibility as Chief Executive of Roads Service.
With regard to accident statistics I should explain that the Police Service for Northern Ireland (PSNI) gathers road traffic injury
collision information. Roads Service has access to this information for its own investigation purposes. We currently hold PSNI
records for the B68 Ballyquin Road for the period January 1996 to February 2005. During that period there were 50 such injury
collisions, including the recent double fatality at a bend on the road near Dungiven.
Like the vast majority of the rural road network, Ballyquin Road was not designed to modern standards, though a number of
improvement schemes have been carried out on the road over recent years, including the erection or bend warning signs at the double
fatality accident location. However, the collision history along this road remains a cause for concern. We have, therefore, been
analysing the nature and type of collisions along the road, with a view to delivering a package of measures designed specifically to
reduce the number of collisions.
As a result of this work, a route action Collision Remedial Scheme (signs, white lines etc.) for the Ballyquin Road has been
included in our programme of works for the next financial year. Detailed analysis of the route is underway and we are intending to
complete the necessary design work for this scheme within the next few months. The bend referred to above will be given priority
within the scheme, so that any suitable measures can be implemented at this location, as soon as possible. Any more major
improvement proposals along the road (realigning of bends, improving sight distances, road widening etc.) would, of course, have to
compete for funding with other worthwhile schemes within our Northern Division area.
You may also be interested to learn that we also intend to carry out some resurfacing work on the Ballyquin Road during the incoming
financial year.

You recently asked the Secretary of State for Northern Ireland a Parliamentary Question asking what assessment has been made of the
impact of the removal of the planning restriction on the total number of annual passengers using the Belfast City Airport on usage
and congestion on the Sydenham bypass and the West Link (209205). I have been asked to reply as these issues fall within my
responsibility as the Chief Executive of Roads Service.
Roads Service has not yet been consulted on any proposal to remove the planning restriction, however, the planning application for
the new terminal building and entrance was supported by a Transport Assessment, which provided a detailed analysis of the
development's projected traffic impact on the local road network. Any proposed change to planning restrictions that would alter the
impact on the road network will be examined to ensure that where necessary, appropriate mitigating measures are provided by the
applicant.
It should be noted that the Belfast Metropolitan Transport Plan (BMTP) 2015, published in November 2004, is bringing forward
proposals that will improve public transport access to the Belfast City Airport, as well as proposals for increasing the capacity of
both the Sydenham by-pass and Westlink.

likely to commence construction in Northern Ireland within the next 12 months (211518). I have been asked to reply as the issue
raised falls within my responsibility as Chief Executive of Rods Service.
I can advise you that the major road schemes likely to commence construction in the next 12 months are as follows: A1 Newry to
Dundalk Link Road--the Northern Ireland section of this scheme will upgrade 4.3km of route to high standard dual carriageway and
include one grade separated junction at an estimated cost of £33 million. The first package of the Roads Service Design Build
Finance Operate (DBFO) programme is expected to be awarded in 2005 and it is possible that construction of the following two capital
elements of the package may start construction in the next 12 months: the provision of on-slips to the M2 motorway at Antrim
Hospital at an estimated cost of £2 million; and improvements to the M1/Westlink, costing an estimated £75 million,
which will include the widening of 2.8km of the M1 motorway to 3 lanes in each direction (Stockman's Lane to Broadway), the widening
of 1.6km of the Westlink dual carriageway to 3 lanes in each direction (Broadway to Divis Street) and the provision of 2 grade
separated junctions (underpasses) at Broadway and Grosvenor Road. However, the timing of the construction of these schemes will not
be confirmed until later in the negotiations for the award of this DBFO package.
Of course, the commencement of these schemes on the Eastern Sea Board Corridor should be viewed in the context of recently
constructed and ongoing schemes throughout Northern Ireland, as well as those schemes planned to start in 2006-07.
For example, schemes recently constructed that serve the North West include the Strabane Bypass Stage II and Limavady Bypass both
opened to traffic in September 2003, and the Toome Bypass that was opened to traffic in March 2004. Several carriageway- widening
schemes have also been completed on the key corridors serving the north-west within the past year, including A37 Springwell Climbing
Lane (Coleraine to Limavady) and A6 schemes at Munreery (Derry to Dungiven), Curran (Maghera to Castledawson) and Castledawson
(roundabout towards Maghera under construction). It is also hoped to commence further widening schemes at A37 Gortcorbies (Limavady
to Coleraine) and A6 Kilcattan (extension of Burntollet West--towards Belfast) and Mulderg (to balance Munreery) over the next
couple of years.
In addition the planning and preparation of the A6 dualling scheme from Randalstown to Castledawson and the dualling of the A2 at
Broadbridge (Eglinton to Campsie), is progressing well with construction expected to start in 2006-07 (subject to satisfactory
economic analysis, availability of finance and the completion of the statutory procedures).
You will also be aware that the schemes to provide the Skeoge Link and upgrade the A2 Buncrana road are being taken forward in
consultation with the developers of the proposed extensive development in the area. While the timing of these improvements will be
dependent on agreement with the developers, the first element of these improvements is expected in 2005-06.

I should explain that while Roads Service is responsible for the provision and maintenance of street lighting, responsibility for
the continuity of electrical supply to the lights rests with Northern Ireland Electricity (NIE).

You recently asked the Secretary of State for Northern Ireland a Parliamentary Question about what works have been carried out in
Clooney Road, Greysteel, Co. Londonderry over the past two years, when the works commenced and when they are scheduled to be
completed. I have been asked to reply as Chief Executive of the Water Service. The reply also contains information provided by Dr
Malcolm McKibbin, Chief Executive of Roads Service.
Both Water and Roads Services have undertaken work on Clooney Road, Greysteel during the past two years. The work was co-ordinated
closely to ensure that the road improvements, including resurfacing of the carriageway, followed immediately on completion of Water
Service work and that disruption to the public was minimised. Liaison meetings were held with the local Community Association which
welcomed both the investment by Water Service in the area and the introduction of the traffic calming scheme. The Community
Association was also appreciative of the efforts made to co-ordinate the work of both agencies and to minimise disruption.
I have detailed below the schemes involved together with their commencement and completion dates.
Water Service
Water Service has commenced extensive works over the past two years, totalling over £2 million, to improve and extend the
water and sewerage infrastructure in the vicinity of Greysteel including :-
Gortgare Wastewater Treatment Works
Replacement of the existing Gortgare Wastewater Treatment Works serving Grey steel. Work commenced in February 2004 and is scheduled
for completion next month.
Greysteel Storm & Foul Sewers
Upgrade of sewers and watermains in Clooney Road. Work commenced in October 2003 and was completed during October 2004.
Faughanvale Sewerage Scheme
Provision of first time services to properties on Dunlade Road, Greysteel and the upgrade of an existing sewage pumping station on
Clooney Road. Work commenced during August 2003 and is scheduled for completion during March 2005.
Foyle Avenue Foul Sewer & Sewage Pumping Station
Provision of first time services to properties on Foyle Avenue, Greysteel including a new sewage pumping station. Work commenced
during January 2003 and was completed during October 2004.
Roads Service
Roads Service is currently installing traffic calming measures and carriageway improvements on Clooney Road at a cost of
approximately £400,000. Work commenced on 6 October 2004 and is scheduled for completion by the end of March 2005. Work will
include the provision of the following features:
shared use paths on both sides of Clooney Road along the length of the scheme;
service lay-bys;
dedicated bus lay-bys;
a toucan crossing;
additional traffic islands and refuges with central hatching;
new gateway treatment, including signs and coloured surfacing;
upgraded street lighting; and
resurfacing of the carriageway.

Roads Service does not maintain details of expenditure on a parliamentary constituency basis, however, the table below shows the
expenditure incurred by Roads Service on capital (major and minor) road improvement schemes, and on maintenance activities in the
Lisburn City Council area during the period 1997/98 to 2001/02. Expenditure details by district council area for 2002/03 and 2003/04
are not yet available.

In providing this information, I should like to emphasise that Roads Service does not simply apportion its total budget for capital
and maintenance expenditure equally across district council areas. In particular, major road improvements are prioritised on a
country-wide basis, not on a district council basis, taking account of a broad range of criteria such as strategic planning policy,
traffic flows, number of accidents, potential travel save times, environmental impact and value for money. While the actual spend on
a major works scheme may be within one council area, the benefits of such schemes are not confined to the district council area or
constituency in which they are located.
The resources available for minor capital schemes are allocated to the four Roads Service Divisions and, in turn, apportioned across
district council areas on a needs-based priority approach using indicators such as population, weighted road lengths and the number
of accidents. This ensures, so far as possible, an equitable distribution of funds across the country.
Similarly the resources available for each maintenance activity (e.g. resurfacing, patching, gully emptying, grass cutting etc) are
apportioned to district council areas using appropriate indicators of need.

The maintenance of the structure of roads and footways in Northern Ireland continues to be one of the primary objectives of the
Roads Service. In the last three years 01/02; 02/03; and 03/04 the expenditure on structural maintenance has been £54, £65 and
£83 million respectively. In the current financial year it is expected that just under £70 million will be spent on
this key activity.

You recently asked the Secretary of State for Northern Ireland four Parliamentary Questions in relation salt box provision and costs
in Northern Ireland. I have been asked to reply as the issues raised fall within my responsibility as Chief Executive of Roads
Service.
You asked what criteria is used to determine whether a salt box should be provided. Roads Service receives many requests for the
provision of salt boxes, and the demand outstrips our capacity to provide them all and replenish them, particularly in times of snow
when boxes need frequent refilling.
Accordingly, salt boxes may be provided on public roads which are not included in the salting schedule, in accordance with the
following procedure: Sites qualify for detailed consideration if the gradient exceeds 5 per cent. and there is no reasonable
alternative salted route; Sites meeting that criterion are considered in more detail using a points system which takes account of
factors such as, road gradient, road geometry, residential and commercial usage and community facilities (schools, hospitals, etc);
A salt box is provided if a site exceeds a certain points threshold.
You also asked how many salt boxes had been provided for the use of residents in North Belfast and Northern Ireland since 2001.
While Roads Service does not maintain details of the number of salt boxes provided on a parliamentary constituency basis, the table
below details the approximate number and estimated costs of providing and maintaining salt boxes across Northern Ireland's streets
and roads in financial years 2001-02 to 2003-04. Generally salt boxes are collected at the end of the winter season, checked for
serviceability, returned to site, and refilled before the next winter season.

With regard to provision of a salt box for the use of residents in the Northwood Drive area, there is little I can add to the recent
responses you have received from Mr. Joe Drew, Eastern Divisional Roads Manager and myself on this matter.
In my letter of 21 July 2004, I explained again the above criteria used to determine whether salt boxes can be provided and,
that following an assessment it has been concluded that Northwood Drive does not meet the minimum threshold for the provision of a
salt box.
I have reviewed all previous correspondence on this issue, and have concluded that officials have conducted the assessment of the
need for a salt box thoroughly, correctly, and in accordance with established policy, and I regret that we cannot provide a salt box
at Northwood Drive.
I trust you will appreciate that there are many roads in Northern Ireland where local residents have similar concerns and, given the
many other demands on our finite resources, many of them safety related, it is simply not possible for us to accede to all requests.

Mrs. Iris Robinson: To ask the Secretary of State for Northern Ireland what the position is in relation to the payment of
compensation for motorists involved in the Gransha Road, Dundonald, road surfacing problems of two years ago; and when payments will
be made to those whose vehicles were damaged. [187514]
Mr. Spellar: On 25 July 2002 routine surface dressing work was carried out on behalf of the Department at Gransha Road by its
measured term contractor, Tullyraine Quarries Limited.
On 29 July 2002 reports were received about the failure of the surface dressing and of a substantial number of vehicle damage
claims caused by this failure.
The failure was investigated by the Department and these investigations led to the Department referring all the Gransha Road vehicle
damage claims, approximately 400, to the contractor, Tullyraine Quarries Limited, in accordance with proper legal and audit practice
and procedure.
The Department maintains its position that legal responsibility for the claims lie with its contractor, Tullyraine Quarries Limited.
The contractor has not to date conceded responsibility and the claims remain outstanding.
One of the motorists, who sustained vehicle damage on 29 July 2002, issued legal proceedings on 22 July 2003 against
the Department, Tullyraine Quarries Limited and Lagan Bitumen Limited. Those proceedings in the County Court were however removed to
the High Court on 30 January 2004. That ongoing court action is proceeding as a test case.
The Department cannot comment any further as the legal issues are now subjudice.

Preliminary estimates for the provision of these lengths of dual carriageway are:

I would stress the preliminary nature of these estimated costs. No feasibility studies or surveys have been undertaken of possible
schemes and thus alignments for such schemes have not been identified. The costs assume a mixture of agricultural and development
lands, are based on approximate lengths using typical costs, and depend on the standard of road provided.

Mr. Spellar: The IT records of the Department for Regional Development do not distinguish pedestrians from other claimants e.g. car
passengers. It is believed, however, that the vast majority of claimants claiming against the Department for personal injury are
pedestrians and relate to accidents on footpaths or roadways. The following table sets out the total compensation expenditure paid
by the Department for Regional Development in relation to personal injury claims in each of the last five years.
