The Government has already committed over £42m Industrial Strategy Challenge Fund funding to organisations registered in the North East
We have announced plans for an ambitious place strategy for UK R&D to ensure funding builds on strengths in the regions, and nations of the UK including the North East. We will work closely with UK Research and Innovation to develop a strategy that ensures the whole country contributes to and benefits from the national 2.4% R&D target.

UK Research and Innovation leads on engagement with industry in developing the challenges under the Industrial Strategy Challenge Fund (ISCF) and advises BEIS on projects. We are expecting to meet more than 1:1 match between industry and government funding for Wave 3 of the ISCF. Recently, we announced £220 million allocated from UK Research Partnership Investment Fund, which will bring in a further £500 million in private R&D funding; and £153 million of government funding on quantum technologies, with an additional £205 million expected to be pledged by industry.

The 2015 report by Economic Insight was considered during the 2015 Spending Review, and before more recent announcements related to the National Productivity Investment Fund, together with other evidence and analysis.
The Government has a long term plan for Science, Research and Innovation. As a first step to reaching the 2.4% target, public R&D spending has been raised from around £9.5bn in 2016-17 to around £12.5bn in 2021-22. This is a total increase of £7bn over 5 years, and the biggest increase in public funding of R&D on record.
Public spending in R&D for years beyond current budgets will be considered in the next Spending Review.

As announced in the spring statement, I have invited Professor Sir Adrian Smith to provide independent advice on potential future funding schemes in the context of the UK’s future ambitions for European and international collaboration on science and innovation. I also look forward to welcoming delegations from over 50 countries to the EUREKA global innovation summit in Manchester this May.

What recent steps he has taken to promote international collaboration in the science sector.
The Government have committed to guaranteeing all existing Horizon 2020 projects before Brexit. That was issued in August 2016 and demonstrated the Government’s commitment early on to protecting our scientific partnerships. We then had the underwrite extension in July 2018 which said that even once we had left the European Union—for two years up until December 2020—we would commit to funding those projects for the lifetime of the projects. We are now moving into negotiations on Horizon Europe, which is the successor scheme to Horizon 2020. I took part in the EU Competitiveness Council in February—I hope also to attend on 28 May—and it is our ambition to associate into Horizon Europe. On investment, my hon. Friend will be well aware that through our world-class universities we put in £4 billion and got back £5.7 billion in investment.

Our world-class scientists collaborate across the world, with the EU and beyond, and that collaboration is vital for further research and innovation in this country. I entirely agree, and I pay tribute to the UK nuclear decommissioning sector. As science Minister, I have seen the innovation that is being developed. I recently announced £93 million for a robotics for hazardous environments programme involving about seven universities across the UK, which are looking into how we can use robotics more effectively to help nuclear decommissioning. I am delighted that that is now being transferred to Fukushima in Japan. The Government are ensuring that scientific collaboration is international. We will publish an international research and innovation strategy shortly, and I shall welcome any opportunities, involving any countries, to continue that work.

Even at the height of the cold war, there was a surprising level of collaboration between Russian and UK nuclear physicists. Will the Minister assure me that there will be similar collaboration when it comes to the skills that we have in the UK—particularly at Dounreay, in my constituency—in nuclear decommissioning, which is an industry that we could export and which could make a lot of money for the UK?

The Industrial Strategy sets out our plan to make the UK the Worldâs most innovative economy, building on our global leadership in science and research. We are supporting the Industrial Strategy ambition to raise the total R&D investment to 2.4% of GDP by 2027, and 3% in the longer-term. The Government will invest an additional £7bn in R&D by 2020/2021. This will be the largest increase ever.
The 2018 Budget allocated £1.6 billion of funding towards boosting transformative technologies, backing UK scientists and industry at the frontier of innovation. We are also supporting more companies to do research and development through the UKâs R&D Tax Credits Scheme.
The Government is supporting research commercialisation and collaboration between university, business and charities through several significant investments. These include:
- providing support for the creation of new research centres and facilities through the £900m UK Research Partnership Investment Fund; and funding for the Catapult network.
- increasing Higher Education Innovation Funding to £250m pa by 2021 (to underpin universities capacity to work with business), and providing £100m for Connecting Capability Fund enabling universities to collaborate together, to pool resources and capability to make it easier for investors and business to access;
- as well as through established Research Council and Innovate UK mechanisms.
British Patient Capital Ltd, a wholly-owned commercial subsidiary of the British Business Bank has been given resources of £2.5bn over the next 10 years to support venture and growth capital funds to make longer-term investments in innovative UK-based businesses with high growth potential.
We are encouraging long-term investment into R&D, with £1.7bn invested in strategic research programmes through the first two waves of the Industrial Strategy Challenge Fund. These challenges have been developed to broadly align with the Grand Challenges: Clean Growth, AIâ¯and Data, Ageing Society and the Future of Mobility, society-changing opportunities and industries of the future. We are also working in partnership with businesses to develop Sector Deals that will create significant opportunities to boost productivity, employment, innovation and skills.

As part of our Industrial Strategy, we are unlocking over £20bn of patient equity investment through a 10-year Action Plan. British Patient Capital, part of the Government-owned British Business Bank, has available resources of £2.5bn with which it aims to attract a further £5bn of private sector finance. British Patient Capital will help to support innovative UK SMEs with high growth potential to access the long-term finance they need. This patient investment is available to support emerging science and technologies across the UK, including in Birmingham and the West Midlands.

Both the ‘Framework for the UK-EU partnership in Science, Research and Innovation’ and ‘The Future Relationship between the United Kingdom and the European Union’ outline the UK’s ambition to continue to host and support European Research Infrastructures post EU Exit. The Political Declaration also expresses the commitment of the UK and the EU to explore UK participation in European Research Infrastructure Consortia after we have left the EU.
Any country in the world can be a member of an ERIC, however membership as a third country would require the UK to accept the terms of the EU ERIC Regulation, under which these separate legal entities are formed. Therefore, our continued participation is subject to negotiation with the European Commission.
However, should membership not be possible, BEIS and delegated responsible authorities are working with each individual ERIC to explore the potential alternatives for continued UK participation.

Through our modern Industrial Strategy we have committed to the highest R&D increase on record. We have announced increases in public R&D spending worth £7bn up to 2021/2022, and we are working with UK Research and Innovation and other key partners to develop a roadmap that sets out how government and industry will work together to reach our target of increasing R&D investment to 2.4% of GDP by 2027 and 3% in the longer-term.

The wave three reports were completed in late summer and the consortia are already using them, for example in helping to develop the Local Industrial Strategies. They will be published in due course.

As stated in the ‘Framework for the UK-EU partnership in Science, Research and Innovation’ and ‘The Future Relationship between the United Kingdom and the European Union’, the UK has outlined its ambition to continue to host and support European Research Infrastructures. Furthermore, there is a shared commitment between the UK and the EU to explore UK participation in European Research Infrastructure Consortia (ERICs) as stated in the Political Declaration on our future relationship.
Any country in the world can be a member of an ERIC. However, to be a member, the UK would have to comply with certain membership requirements laid out in EU Council Regulation (EC) No 723/2009 (amended by Council Regulation EU No 1261/2013) – hereinafter referred to as the ‘ERIC Regulation’ - the framework under which these separate legal bodies are formed. As such, details of our continued participation are subject to negotiations with the European Commission.
Should membership not be possible, BEIS and delegated responsible authorities, are working with each individual ERIC to explore the potential alternatives for continued UK participation.
In order to host the statutory seat of an ERIC, a country must either be an EU Member State, or an associated country under the ERIC Regulation. If the UK leaves the EU without a deal in March 2019, we will no longer be able to host the statutory seat of the European Social Survey ERIC or the Integrated Structural Biology ERIC without further agreement of the European Commission. However, we are seeking to retain participation in each ERIC through alternative agreements which could include retention of some headquarter functions in the UK.
