The cost of developing and implementing the Great Britain Poultry Register IT system was £8.4 million.As of 15 May 2008, the Great Britain Poultry Register holds details of 24,286 premises. A total of 253,717,034 birds have been registered.

Council Directive 2007/43/EC on the protection of meat chickens will come into force on 30 June 2010.The directive will be implemented in England through an amendment to the Welfare of Farmed Animals (England) Regulations 2007. The devolved Administrations will similarly transpose the directive in their legislation.As with all new legislation, appropriate guidance will be issued. The legislation and associated guidance will be the subject of a full public consultation exercise.

The following table shows the number of chickens and hens slaughtered in England and Wales in the last five years.
According to the Great Britain Poultry Register there were 101.3 million chickens registered as being reared for meat production on premises in England as at 30 January 2008. Of these chickens, 3.5 million (3.4 per cent.) were registered as free range. Estimates of the proportion which are free range are not available for earlier years.It should be noted that as free range birds are on farms for longer than other broilers, the proportion of production which is free range will lower than the proportion of population on farm. However, this will be offset by the fact that the Great Britain Poultry Register is only voluntary for flocks of less than 50 birds, a higher proportion of which would be free range.

The public sector food procurement initiative contains a specific objective to promote animal welfare, but does not provide specific guidance on purchasing eggs. We are however committed to the 2012 deadline to phase out conventional ““battery”” cages across the EU and welcome the recommendation in the Commission's recently published report on the welfare of laying hens in various production systems to maintain that deadline.We will be alerting public bodies to the Commission's recommendation that the 2012 deadline should stay, of our commitment to this deadline and that alternative production systems offer clear welfare advantages over conventional (i.e. barren) battery cages. This should help to raise awareness and encourage public bodies to look at other methods of production.The Government do not wish to see as a consequence of the EU ban an increase in imported egg and egg products derived from chickens in barren cage systems. That would not benefit animal welfare.

The GB Poultry Register was created in response to an increased threat of an outbreak of the highly pathogenic strain of avian influenza (Al). It captures details of all those premises that keep 50 or more birds (even if the premises is only stocked for part of the year), with details of the location, numbers and types of birds kept and some relevant risk factors.This data has helped to manage the risk of Al in a number of ways, and has enabled us to:"i predict the likely spread of disease and therefore respond proportionately in an outbreak;""ii. plan and prioritise veterinary visits to control Al outbreaks in areas close to infected premises; and""iii. communicate information and advice to registered poultry keepers quickly."We are currently consulting on a range of possible changes to the use of personal data held on the GB Poultry Register; for example, the use for other notifiable diseases. The consultation closes on 5 February 2008 and full details are available on the DEFRA website.

[holding answer 5 December 2007]: I am pleased to say that the European Commission directive on the welfare of broiler chickens gained political agreement at Agriculture Council on 7 May 2007, after two years of negotiations. The UK worked hard with the Commission and other animal welfare-conscious member states to get the dossier agreed.The directive will deliver real welfare benefits for broilers, while balancing economic, social and environmental impacts. It takes into account a range of factors including the latest scientific evidence, veterinary advice, consumer concerns and industry practice.Throughout the negotiations we held extensive discussions with a range of stakeholders, both through a formal consultation on the proposals as well as through meetings and correspondence. We will continue to involve stakeholders during our transposition of the new directive into domestic legislation, and this will include a full 12-week public consultation period.

One of these premises, the infected premises, was registered as free range and had a total of 6,800 birds.""(ii) Surveillance Zone: an additional 92 premises with 4,085,476 birds. 38 of these premises were registered as free range and had a total of 167,397 birds.""(iii) Restricted Zone: an additional 1,372 premises with 24,987,220 birds. 473 of these premises were registered as free range and had a total of 2,777, 143 birds."Not all birds on free range premises will necessarily be free range.There are a total 24,151 premises registered on the GBPR with 273,285,189 birds. Of these 10,129 premises are registered as being free range and have a total of 44,830,869 birds.The following table shows the number of premises and birds (in total and for free range premises) in each county/administrative area of Great Britain:

[holding answer 20 November 2007]: On 14 November 2007 the following free range premises were registered on the GB Poultry Register (GBPR):"(i) Protection Zone: 5 premises (including the infected premises) with 36,802 birds. One of these premises, the infected premises, was registered as free range and had a total of 6,800 birds.""(ii) Surveillance Zone: an additional 92 premises with 4,085,476 birds. 38 of these premises were registered as free range and had a total of 167,397 birds.""(iii) Restricted Zone: an additional 1,372 premises with 24,987,220 birds. 473 of these premises were registered as free range and had a total of 2,777, 143 birds."Not all birds on free range premises will necessarily be free range.There are a total 24,151 premises registered on the GBPR with 273,285,189 birds. Of these 10,129 premises are registered as being free range and have a total of 44,830,869 birds.The following table shows the number of premises and birds (in total and for free range premises) in each county/administrative area of Great Britain:
Some premises cannot currently be assigned a county due to the submission of insufficient and/or inaccurate geographical information. [holding answer 20 November 2007]: On 14 November 2007 the following free range premises were registered on the GB Poultry Register (GBPR):"(i) Protection Zone: 5 premises (including the infected premises) with 36,802 birds. One of these premises, the infected premises, was registered as free range and had a total of 6,800 birds.""(ii) Surveillance Zone: an additional 92 premises with 4,085,476 birds. 38 of these premises were registered as free range and had a total of 167,397 birds.""(iii) Restricted Zone: an additional 1,372 premises with 24,987,220 birds. 473 of these premises were registered as free range and had a total of 2,777, 143 birds."Not all birds on free range premises will necessarily be free range.There are a total 24,151 premises registered on the GBPR with 273,285,189 birds. Of these 10,129 premises are registered as being free range and have a total of 44,830,869 birds.The following table shows the number of premises and birds (in total and for free range premises) in each county/administrative area of Great Britain:

[holding answer 20 November 2007]: DEFRA has 50 containerised gassing units available to cull poultry. Operationally the units are run in pairs. The capacity of each unit depends on the size and weight of the birds being culled and the speed they are caught at.Under good conditions a throughput of 10,000 kg liveweight per hour per pair of units is possible. This can fall to around 4,000 kg per hour at more difficult field sites.

[holding answer 12 November 2007]: The Animal Welfare Act 2006 protects the welfare of animals on-farm and makes it an offence to cause suffering to any animal. The Welfare of Farmed Animals (England) Regulations 2007 lay down requirements in respect of general welfare, inspection, housing and feeding for all farm animals. The welfare of ducks is also covered by a specific code of recommendations. Flock-keepers are required by law to have access to and be familiar with this code, which encourages high standards of husbandry.Animal Health (AH) enforces the welfare legislation and carries out regular inspections at farm premises to check the welfare of livestock. AH also investigates all complaints and allegations about poor welfare on-farm.DEFRA has funded a three-year research project to assess the welfare of ducks. The work involved a comprehensive assessment of different commercial systems currently in use in this country. The project is due to report back soon.

Council Directive 99/74/EC prohibits the use of conventional (battery) cages from 1 January 2012. The directive has been transposed into domestic legislation and includes the deadline for the ban on these cages. DEFRA policy remains that there should be no conventional cages from 2012.
