Mr. Ruane: To ask the Secretary of State for the Environment, Transport and the Regions how many homes in the UK have been affected by nitrate contamination in drinking water by region of the UK in each of the last 10 years. [139607] Mr. Mullin: The information is not available in the form requested. Since 1990 the Drinking Water Inspectorate has published annually information relating to compliance with drinking water quality standards in England and Wales, including the nitrate standard of 50 milligrams per litre. The available information is summarised in the following table: _________________________________________________________________________________________________. Between 1990 and 1996, water companies completed major programmes of treatment to reduce nitrate concentrations in drinking water supplies in response to enforcement action taken by the Drinking Water Inspectorate. Failures to meet the nitrate standard are now very rare. The Inspectorate continues to take enforcement action when failures recur in a particular supply.

Mr. Sheerman: To ask the Secretary of State for the Environment, Transport and the Regions (1) what steps he is taking to encourage research into contaminated land remediation; [132100] (2) how much finance has been made available for research into the remediation of contaminated land, and how many hectares of such land have been remediated, in each of the last 10 years. [132098] Mr. Mullin: Public funding is made available for contaminated land research on a variety of topics, including its remediation. This is undertaken by a number of bodies, including my Department, the Environment Agency, the Department of Trade and Industry, the Ministry of Agriculture, Fisheries and Food, English Partnerships, the Natural Environment Research Council, the Biotechnology and Biological Research Council, the Engineering and Physical Sciences Research Council, the Economic and Social Research Council, and the Medical Research Council. Further projects are being funded through various European programmes, including Life and the Fifth Framework Programme for Research and Development. In addition, this type of research is an approved objective under the landfill-tax credit scheme. It is not possible to provide a detailed breakdown of research specifically related to the remediation of contaminated land since funding programmes and individual projects within these programmes typically relate to wider issues than just remediation. My Department has recently let a contract for a contaminated-land research audit. This aims to assess current contaminated-land research programmes and to identify gaps or duplication of effort and suggest ways to improve access to the results. Figures for the amount of land that has been remediated in each of the last 10 years are not available. Most of this remediation has taken place as a result of voluntary action by landowners (for example, the redevelopment of brownfield sites). Statistics are not recorded when development takes place.

Dr. Fox: To ask the Secretary of State for the Environment, Transport and the Regions how much of the contaminated land, required to satisfy his proposals for house building up to 2016, he estimates will be remediated using (a) process technologies and (b) excavation to landfill. [127581] Mr. Mullin: One of the main objectives of national planning policy for housing (PPG3) is that authorities make far better use of previously developed land and buildings for meeting the country's housing needs. The Government have set a target that by 2008 60 per cent. of additional housing should be provided this way. It is not possible to forecast precisely how much of the previously-developed land used by 2016 will be contaminated land, nor how that land will be remediated. However, the Environment Agency has carried out a survey of remediation activity in England and Wales from January 1996 until December 1999. Information was collected from local authorities, industry and the National House-Building Council (NHBC). The survey was not statistically representative of all the remediation which took place during that time, but it does give an indication of current practice. Of the 367 sites identified from local authority and industry sources, 75 per cent. involved excavation and disposal off site and 21 per cent. involved process based methods. Of the 1,189 sites recorded by the NHBC, civil engineering techniques (including excavation and off site disposal, site re-grading and containment) were used on 95 per cent. of sites. Process based methods were used on 5 per cent. of sites.

Angela Smith: To ask the Secretary of State for the Environment, Transport and the Regions what effect the contaminated land regime which came into force for England on 1 April will have on the programme of financial support to English local authorities and to the Environment Agency to meet the costs of dealing with contaminated land. [118940] Mr. Mullin: The new contaminated land regime (under Part IIA of the Environmental Protection Act 1990-- inserted by section 57 of the Environment Act 1995) came into force in England on 1 April 2000. The Contaminated Land Supplementary Credit Approval (SCA) programme will continue to provide support to English local authorities to deal with contamination. The SCA programme will assist these local authorities in dealing with sites, for which they are responsible, that are deemed to be "contaminated land" under Part IIA. £21 million has been made available under this programme for 2000-01. The SCA programme has provided valued support to English local authorities in dealing with contaminated land and, in later years, provided additional grand in aid to the Environment Agency. Under the new regime the grant will be available to the Agency in respect of their new duties for contaminated sites that are designated "Special Site" under Part IIA. Authorities with on-going contractual commitments for projects funded in previous years have already received notification that support will continue to be available this year. I have agreed the programme for new projects to start this year and my Department has written today to the successful authorities and to the Environment Agency notifying them of the financial allocations which are being made. The Department will discuss the other bids with the authorities concerned and expects to make some further allocations. It will also decide new bids when they are received.
