Dr. Stoate: To ask the Secretary of State for the Home Department what plans he has to ensure that police traffic officers are given training in the collecting of evidence equivalent to that provided to CID officers responsible for investigating homicides. [55019] Mr. Michael: We are keen to keep the training of police officers under review to ensure that they receive training in all the skills necessary to carry out their duties. I understand that National Police Training are planning to introduce a new course early next year on Policing Road Deaths in response to a demand from a number of forces for such training to be provided nationally. It is hoped that this course will be attended by both traffic and CID officers of the rank of inspector and above, who might be appointed to supervise such inquiries. The course is intended to provide a thorough grounding in all aspects of road death investigations and to raise awareness of the trauma likely to be caused by such incidents, both to victims and to police officers. Here Majesty's Inspectorate of Constabulary is also currently undertaking a thematic inspection of traffic related police duties, including the training of traffic officers. It should be remembered that decisions on the nature and extent of the training received by police traffic officers are primarily the responsibility of individual chief police officers. In most forces, if not all, the investigation of the scene of a serious road traffic accident is carried out by Road Accident Investigation Officers, who may be either police officers or civilian support staff, who use mathematical and physical theories and formulae to determine the speed and road position of vehicles at the time of collision. In general, police officers are skilled in managing the scene of a serious road accident and can call on specialist support skills, such as vehicle examiners, where necessary. If there are suspicious circumstances surrounding the deaths of road users, it is open to chief officers to bring in officers with the appropriate skills, if necessary by appointing a senior detective to serve as the senior investigating officer in order to direct and control all the necessary inquiries.

Mr. McNamara: To ask the Secretary of State for the Home Department if he will list the steps taken by the Police Complaints Authority investigating the shooting of Diarmuid O'Neill to obtain statements from (a) Brian McHugh and (b) Patrick Kelly since December 1997, indicating when (i) letters were sent and (ii) appointments made and with what notice; how many appointments were cancelled following approaches to legal representatives; what responses were received; when statements were taken; what assessment has been made of the impact of a transfer of the prisoners on the investigation; and what further steps are necessary to complete the investigation. [53990] Mr. Michael: I understand that the investigating team wrote to solicitors representing Brian McHugh on 13 January to arrange an interview with their client. The solicitors were subsequently notified on 23 March that an appointment had been made to visit Mr. McHugh in prison. The solicitors replied on 1 April to say that Mr. McHugh would not make a statement. Officers visited Mr. McHugh on 7 April and he declined to co-operate with the investigation. The investigating team wrote to solicitors representing Patrick Kelly on 28 January. An appointment to interview him in prison on 10 March was cancelled because his legal representative could not be present. The solicitors were notified on 25 March that another appointment had been made and he was eventually seen on 8 April in the presence of his legal representative. He declined to provide a statement. The Police Complaints Authority (PCA) subsequently wrote to the solicitors representing the men on 27 May to make another request for their co-operation with the investigation, but no reply has been received. The investigating officer is continuing his inquiries and has yet to complete the interviews of the police officers involved in the incident. The PCA has not made any assessment of the impact of a transfer of the prisoners.

Mr. Fallon: To ask the Secretary of State for the Home Department if he will offer the assistance of Scotland Yard to the French police in their investigation the death of Mr. Roderick Henderson in Paris. [48864] Mr. Michael: The investigation into the death of Roderick Henderson is a matter for the authorities in France, where he died. The police in England and Wales do not offer their services to investigating authorities overseas but will respond positively to requests for assistance; the French authorities have not requested the presence of a British police officer in France to assist with this investigation. Mr. Henderson was attacked on the Champs Elysees in Paris by a gang of rollerbladers during the early hours of Sunday 27 October 1997. He was kicked in the head by a rollerblade and died on 28 October from his injuries. He was with his son-in-law at the time. His wife and daughter had returned to their hotel by taxi. French police have confirmed that the case is being treated as a murder investigation. An Examining Magistrate, M. Deparis, has been placed in charge of the investigation. Consular officials do not have access to the Magistrate's confidential file on the investigation. However, Mrs. Henderson's lawyers do have access to this file. The Foreign and Commonwealth Office, through consular staff in Paris, are in regular communication with the Examining Magistrate and the French Police regarding the investigation. Our Consul met the Examining Magistrate on 29 April to underline the importance that is attached to the case and our Deputy Head of Mission raised the matter with the French Diplomatic Adviser to M. Chevenement, the French Interior Minister. The French authorities have confirmed that police officers are assigned full-time to the investigation. They appear to have made little progress and have few leads to follow. The Coroner for North Kent has opened an inquest and, through the consulate, has requested copies of reports relating to Mr. Henderson's death. Kent Constabulary are in liaison with the family and are assisting the Coroner with his inquiries. The National Central Bureau of Interpol are liaising with the French Police as are the European Liaison Unit of Kent Constabulary.

Ms Hewitt: To ask the Secretary of State for the Home Department what plans he has to set a police key performance indicator to reduce the rate of death and injury on the road. [46922] Mr. Michael: The Government recognise the important contribution which traffic policing can make towards promoting community safety. We regard traffic policing as a central part of the police's responsibility for maintaining law and order, preventing and detecting crime, and reducing death and injury on the roads. Traffic policing, however, is only one of the several types of policing which are crucial in tackling crime and disorder. The Home Secretary's national key objectives and key performance indicators are intended to reflect the Government's major initiatives and key priorities, and their number needs to be limited if priorities are to remain clear. Traffic policing should, though, be included in local objectives where police authorities consider that to be appropriate. Performance indicators for the police published by the Audit Commission include the number of road traffic accidents involving death or personal injury. In 1987, the Department of Transport introduced a target to reduce casualties by one third by the year 2000 compared with the average for 1981-85. As at 1997, fatalities were down 36 per cent. and serious casualties were down 42 per cent. despite an increase in motor traffic of 52 per cent. The Government will be setting a new road traffic target for Great Britain for reducing casualties by the year 2010. It will be incorporated into a coherent road safety strategy, reflecting the Government's work on an integrated transport policy. The objective is to have a new road safety headline target and sub-targets agreed and set during 1998. The Government are committed to reducing the number of fatalities and injuries which occur on our roads, and we are carefully considering a range of further measures to improve the safety of all road users against the background of our integrated transport policy.
