[83772] Mr. McLeish: [holding answer 10 May 1999]: (a) The census returns for Scotland which remain closed to the public occupy approximately the following amounts of shelving in secure storage belonging to the Registrar General for Scotland. _________________________________________________________________________________________________. Instead, shortly after the outbreak of World War II in September 1939, the Registrar General undertook `national registration', which amounted to a census of the population for the purposes of conscription and the rationing of food etc. The original paper volumes remain in the ownership of the Registrar General and are treated essentially as if they were closed census returns. (b) No estimates are available of the costs of either photographic microfilming or digital imaging of these closed records. Since closure is for 100 years it is likely that, with changing technologies, such estimates would be out of date before the need to release the records to the public made their imaging necessary. A pilot exercise has however begun to provide information about the most appropriate methods, and the costs, of imaging the 1901 closed census returns. This set of census returns is due for release to the public on 1 January 2002. From 1 July 1999 this will be a matter for the Scottish Parliament.

Sir Robert Smith: To ask the Secretary of State for Scotland how many publicly funded CCTV schemes are operating; if he will list them (a) by each local authority area and (b) by the date they started operating; and how many schemes are planned to be introduced over the next year. [82444] Mr. McLeish: Table 1 lists only those schemes (by local authority area) which have been awarded funding from The Scottish Office CCTV Challenge Competition between 1996-97 to 1998-99. Information on other CCTV systems is not held centrally. Information regarding the dates when systems became operational is also not held centrally but the table details the financial year in which grant was awarded to each scheme. Table 2 lists the 18 schemes (covering 14 local authority areas) awarded grant in the 1999-2000 round of the Competition. Sir Robert Smith: To ask the Secretary of State for Scotland what was the real terms change in funding for the police, excluding expenditure on police pensions, in each of the last three years; and what is the expected real terms change in spending over the years of the comprehensive spending review (a) excluding pensions and (b) in total. [80040] Mr. McLeish: The Secretary of State pays police specific grant at 51 per cent. of net eligible expenditure by police authorities. Overall expenditure is determined by the level of Grant Aided Expenditure set by the Secretary of State and subsequently by the budgets set by police authorities. The figures for police grant are shown in the following table. The figure for 1997-98 includes £3.5 million for policing the Commonwealth Heads of Government Meeting. _________________________________________________________________________________________________.
