Through its programme of Civil Service Reform, the Government is taking urgent action to address long-standing skills gaps in the Civil Service. Our pioneering Commissioning Academy is building commercial capability across the public sector, and improving how public services are delivered.
To date 392 individuals have attended the central Commissioning Academy programmes, including 121 from central government. In the last year there was a 50% increase in demand for places on the programme, and it will be expanded to deliver 1,500 places by March 2016.
Feedback from participants has been consistently positive. Independent research by the Local Government Information Unit on the impact of the Academy found that 71.9% of survey respondents felt their involvement in the programme was already having a tangible impact and they were confident it would lead to a positive outcome for citizens.
A number of other programmes sit alongside the central programme under the Commissioning Academy umbrella: 78 have attended local programmes, 8 a streamlined programme for Local Authority elected members, plus 49 junior officials from Cabinet Office, HM Treasury and the Crown Commercial Service.

Chequers, Chevening and Dorneywood are not owned by the Government and are run and managed by independent trustees. As was the case under previous governments, the rules on severance payments are set out in the Ministerial and Other Pensions and Salaries Act 1991. Under this legislation, Ministers leaving office are entitled to receive three months' worth of severance pay which is based on their annual ministerial salary.

In 2010 the Government set Ministers' total salary remuneration at 5% less than the remuneration equivalent Ministers in the former Administration received. These salary levels are fixed for the lifetime of this Parliament and there are no plans at present to review them.

I have been asked to reply on behalf of the Cabinet Office.
The Government have been clear that they recognise the principle that there is a link between the legislature and the size of the executive; but this issue does not need to be resolved now, since the reduction in the size of the House of Commons would not take effect until 2015. The Government intend to reflect on the arguments made during the passage of the Parliamentary Voting System and Constituencies Bill, and set out their plans once there is greater clarity on the composition of the second Chamber, including how many Ministers would be drawn from there. The Government remains committed to strengthening Parliament in relation to the Executive.
