Since 2008 to 30 September 2009, the latest period for which data is available, 5550 new dwellings (new build and conversions) have been delivered in the Thames Gateway. Data for the fourth quarter of the calendar year will be available shortly.The Thames Gateway Delivery Plan, published in November 2007, sets out an ambition to build 160,000 new homes between 2001 and 2016. From 1 April 2001 to 30 September 2009, 56,870 new dwellings (new build and conversions) have been added to the Thames Gateway housing stock (including the 5550 already referred to).The recession has impacted on the start of construction of new dwellings in the Thames Gateway as elsewhere. But the Government remains confident its ambitions are still achievable in the longer term: indeed research has shown that the Thames Gateway has the potential not only to meet but to exceed these ambitions. In the meantime, CLG and HCA continue to make every effort to sustain delivery, through initiatives like Kickstart.

The annual apportionment for sand and gravel for the period 2001-2016 as set out in the West Midlands Regional Spatial Strategy is 10.125 million tonnes, with Staffordshire contributing 6.602 million tonnes. The corresponding figures for crushed rock are 5.812 million tonnes and 1.395 million tonnes.The West Midlands Regional Assembly are currently considering the sub-regional apportionment for the period 2005 to 2020.

The West Midlands Regional Spatial Strategy (RSS) was last updated in January 2008. For the period 2007 to 2011, 15,280 homes (gross) are required to be built in the region each year, of which 2,500 are to be within the county of Staffordshire.The West Midlands Regional Assembly consulted on a draft replacement to the RSS in early 2008. The West Midlands RSS Phase 2 Preferred Option proposed 365,600 homes (net) for the region during the period 2006 to 2026 and 54,900 for Staffordshire. The indicative annual average is 18,280 for the region and 2,745 for Staffordshire.Between April and June 2009 an Examination in Public was held to consider the RSS Phase 2 Preferred Option. The panel reported in September 2009 and the Secretary of State's proposed changes are due to be published for consultation shortly.

I reject the latter point completely. The fact is that there are an extra 34,000 hectares of green belt land in this country because of this Government. I accept that the application of the sustainability appraisal process in relation to Guildford was flawed, and negotiations are going on between the Government and the litigants, so it would not be appropriate for me to comment on the matter any further.

Following Guildford borough council's judicial review of the south-east plan, what plans does the Minister have to remove the designation in that plan to build on the green belt in Guildford, in the light of the Prime Minister's promise to protect the green belt? There are three Urban Development Corporations (UDCs) in England: London Thames Gateway Development Corporation (LTGDC); Thurrock Thames Gateway Development Corporation (TTGDC); and West Northamptonshire Development Corporation (WNDC). The Independent Panel Report identifies a number of districts where green belt adjustments may be required. The references to green belt are numerous and propose detailed changes to the wording of the submitted draft RSS; most of the references can be found in Chapter 8 of the report. The Secretary of State is considering the recommendations in preparing his Proposed Changes to the RSS.

The Government announced on 25 September 2009 that they will carry out a further appraisal of whether its proposals for the Regional Spatial Strategy for South West England (SW RSS) are the most sustainable way forward for the Region.In light of the appraisal's findings, the Government will then decide what action to take to complete the strategy to provide the clarity and certainty about the future framework for growth in the region which all partners are keen to see.

The Examination in Public into the West Midlands Regional Spatial Strategy took place between 28 April and 24 June 2009. The Examination considered what role in principle eco-towns or new settlement proposals might have in providing for housing development in the region.The Panel Report is anticipated in September. Following this the Secretary of State aims to publish Proposed Changes to the Regional Spatial Strategy before the end of the year.

The Community Development Foundation received £1,736,990 in 2007-08 and £1,645,000 in 2008-09 from the Department for Communities and Local Government to fund the activities of nine independent Regional Empowerment Partnerships. For the current year 2009-10, Community Development Foundation has been allocated £1,715,000 to continue this support.

With respect to the east of England judgment, small procedural elements needed to be readdressed, and the issue has been remitted to the Secretary of State. We will put it right and we will learn the lessons from the east of England and apply them to the south-west. We will move forward.
Since 1997, the green belt has decreased by 0.8 per cent. However, if we take the New Forest national park into account, there has been a 2 per cent. increase since that year.
