[holding answer 6 March 2006]: Imports of pheasant eggs are not reported separately by HM Revenue and Customs. The numbers of eggs for hatching, for all poultry other than turkeys or geese, imported from France are shown in the following table:
Imports of pheasant poults are also not recorded as a separate category but are recorded within imports of live other birds (detailed in the footnote). Information is only available on the weight and value of the birds imported. Data are not currently available for the volume of imports in 2005, as the data are still being processed. Imports from France of live other birds are shown in the following table:

Blueberry trade is not recorded separately, it is recorded under the category ‘other berries' which also includes, amongst others, blackberries, mulberries and loganberries. In 2002 the total value of imports for this category was £2.0 million. For the period January to November 2005 the total value of imports for this category was £5.0 million.

Many of the species that are hunted for trophies are subject to EU legislation implementing the convention on international trade in endangered species (CITES), which includes powers to enable member states to refuse imports where such trade is detrimental to the conservation of the species concerned. If we decide, on the basis of our scientific advice, that such trade is unsustainable we will press the European Commission to use its powers to suspend the trade.Powers are also available to prohibit the keeping of certain CITES specimens and we recently went out to public consultation on our proposals for using these powers. This included proposals to prohibit the keeping of trophies made from tigers, Tibetan antelopes and rhinos, which have prompted some respondents to call for the proposed prohibition to be extended to include all hunting trophies. We are currently considering all comments received during the consultation process and I shall announce our conclusions in the new year.

The United Kingdom is not self-sufficient in beef and requires supplies from third countries such as Brazil to meet consumer demand. Each year, around half of the beef imported into the UK from outside the European Union comes from Brazil. Such imports are a valuable source of raw material for our processing industry.Our beef industry currently faces a number of challenges, including those arising from the ending of production based CAP subsidies and also in relation to the ending of the Over Thirty Month Scheme for cattle. My noble Friend, the Minister for Food and Farming (Lord Bach) recently hosted a high level meeting to bring the supply chain together to discuss the future, at which he also announced a package of measures worth around £8 million to help the beef sector move forward.

We are working hard for the likes of Mr. Jones and the dairy industry. We accept that these are difficult times, which is why we set up the dairy supply chain forum. That is working hard to add value, which the hon. Member for North Shropshire (Mr. Paterson) was talking about in Westminster Hall last week. Dairy farmers will make money by adding value and improving profitability.

I thank the Minister for that reply, but he knows that milk imports to this country can also come in powder form. I sincerely believe that the Government are not doing enough to help dairy farmers such as my constituent, Mr. Stuart Jones, who face a crisis in the industry. I plead with the Minister on bended knee—I am not normally this emotional—to do more for my Shrewsbury dairy farmers before they go out of business.

My party is certainly not in favour of raising tariffs on imports to stimulate trade with third world countries, but will the Minister speak to the EU Commissioner responsible at the WTO negotiations and ensure that tariffs on food coming into this country are not reduced until other market-distorting subsidies in other countries have been put to bed, giving our farmers a fair chance to produce profitably?

Does the Minister accept that it is no good preaching free trade while not practising it at home? There are problems in the dairy sector, and is not the thing to do to focus on the supply chain and make sure that there is trust between producers, processors and, most importantly, retailers?

As I have said, we are well aware of the problems faced by dairy farmers. I met representatives of the National Farmers Union yesterday, and we discussed at length the problems that they face. Like us, though, they want their businesses to be able to operate effectively; it is for the Government to try to facilitate that, and that is what we are doing.

Are the Government fully aware of the desperate financial situation facing many milk-producing farmers in this country? The amount of milk imported from the continent will increase enormously if they are forced out of business. What will the Government do to help? The problem is that the retailers, in the form of the big supermarket chains, have forced the price of milk down so far that it is not economically possible for even the most hard-working and efficient farmer to earn a living. Have the Government considered bringing back the milk marketing board—or something of that kind—the abolition of which I strongly opposed at the time?

A lot of the symptoms that he described in dairy farmers' operations are the reasons why there is a good long-term future for farming, because all the circumstances are right. Many people talk about the problems of supermarkets, which is why my noble Friend Lord Bach and I will next month meet Ministers at the Department of Trade and Industry to discuss the operation of the market, and particularly the role of the supermarkets.

The Minister is a very reasonable man. Does he not think it strange that in a country which has absolutely the right environment for milk production, where the grassland is the best in the world for milk production, dairy farmers, including those in my constituency, are going out of business because they cannot compete, not least because of the activities of the superstores to which my hon. Friend the Member for Louth and Horncastle (Sir Peter Tapsell) referred? Is it not possible for the Government to do more to assist the dairy farmer, because at the end of the day only productive farming can maintain the countryside?

Removing the cases where the animal is obviously intended for further breeding our best estimates for 2004 are as follows:

I do not consider that new EU legislation to prohibit the promotion of particular types of hunting trips would be enforceable, while powers are already available to regulate the import, holding and sale of hunting trophies of endangered species.We are currently considering responses to a recent public consultation on whether we should use existing powers to prohibit the holding of certain animal specimens, including parts or derivatives of tigers, bears, Tibetan antelopes and rhinos (apart from worked antique specimens or licensed hunting trophies), and some respondents have asked that this be extended to cover all hunting trophies.We will of course need to take all views into account before coming to a final decision on this matter but I can assure that I will not hesitate to take appropriate action where there is evidence of unsustainable hunting of CITES species.

The UK is part of the single market in which goods are traded across the European Union. The percentage of raw milk imported into the UK amounted to 0.45 per cent. of domestic production in 2004. Import tariffs for agricultural goods entering the UK from outside the EU are EU-wide and subject to World Trade Organisation rules.

[holding answer 3 November 2005]: There have been no imports of live chickens into the UK from Thailand in the last three years as recorded by the overseas trade statistics.The importation of fresh poultry meat produced on or after 1 January 2004 and cooked poultry meat which has not been heat treated to at least 700C was banned in January 2004. Poultry meat products which have been cooked to 700C or more are not considered to be a risk. Chicken meat imported from Thailand in the last three years is shown in the following table.

The figures take account of all CITES-listed birds imported into the EU, including birds imported by countries which have become EU member states since 2000 (the figures also include those imported into the UK).““To date”” figures are not available for 2005.
