Medical checks are an important part of the firearms licensing process and help to ensure that those in possession of firearms licences do not present a threat to themselves or others.
Since November 2021, applicants have been required to provide medical information from a doctor when submitting their application for a firearms certificate. While doctors can charge a fee to the applicant to provide the medical information in relation to a firearms licence application, whether such a fee is charged, or the level of that fee, are a matter between the applicant and the doctor.

The Firearms Act 2023 introduced legislation to strengthen firearms controls by making it a requirement for the operator of a miniature rifle range to have a firearm certificate and undergo police licensing checks.
The Firearms Act 2023 was commenced on 1 May 2025 and police forces had been preparing for implementation in advance of this date, including by considering applications from miniature rifle club operators prior to commencement to ensure that operators could comply with the requirements of the new legislation.

The Statutory Guidance to Chief Officers of Police on firearms licensing, issued by the Secretary of State, makes it clear that any allegations of domestic abuse concerning a firearms certificate applicant must be taken extremely seriously. Any evidence of domestic abuse will mean that the application is usually refused, or the existing certificate revoked.

We keep firearms licensing controls under constant review to safeguard the public against the misuse of licensed firearms. We will shortly be refreshing the Statutory Guidance to tighten the criteria applied by police forces when considering if someone is suitable to have a firearms certificate, including handling of domestic abuse allegations, treatment of violent offences, the impact of dishonesty, and the role and arrangements for referees supporting an application.
Firearms licensing fees were increased to enable full cost recovery on 5 February 2025, giving effect to a commitment in the Government’s manifesto. The extra income from fees will help police forces to better resource and train their firearms licensing teams. Later this year we will also be publishing a new consultation on greater alignment of shotgun and firearms controls and other proposals for making changes to firearms legislation.

The application process is supported by the police Authorised Professional Practice (APP) and a national training programme.

On 5 February 2025, increased fees came into effect for firearms licensing applications processed by police forces. This gave effect to a commitment in the Government’s manifesto.
A full impact assessment was published alongside the Firearms (Variation of Fees) Order 2025, the Statutory Instrument that brought the new fees into effect.
The impact assessment covers the impact of increased fees on game keepers and veterinarians. Any future changes to firearms licensing will be subject to further impact assessments in the normal way.

As at 31 March 2024, there were a total of 643,162 firearms certificates on issue in England and Wales. This was made up of 147,364 firearms certificates and 495,798 shotgun certificates on issue respectively.
