Mr. Nigel Evans: To ask the Secretary of State for Transport if he will make a statement on the gritting of back roads in Lancashire
during the winter. [100611]
Mr. Jamieson: There is currently no statutory duty obliging highway authorities in England to grit roads in order to prevent ice
from forming. We shall, however, introduce such a duty at a suitable legislative opportunity.
In the absence of a statutory duty, we do, nevertheless, expect local highway authorities to grit their roads in accordance with the
Code of Practice for highway maintenance "Delivering Best Value in Highway Maintenance", which was published in July 2001 by the
Institution of Highways and Transportation. The Code recommends that a hierarchy of roads be established for winter maintenance
treatment, in regular consultation with the local community. Back roads would not normally feature highly in these hierarchies.

I have been asked by David Jamieson to reply to your recent parliamentary question asking how many miles of new motorways and trunk
roads have been constructed in each of the last five years.
In England a total length of 68.31 miles of new motorway and 139.86 miles of new trunk road have been constructed over the last five
years. More detailed information is shown in the table below.

Mr. Evans: To ask the Secretary of State for Transport what estimates he has made of the environmental impact of a journey between

Mr. Jamieson: The estimates for carbon dioxide (CO2 ) emissions are as follows: (a) rail (average per passenger): 10.5 kg (b) air
(average per passenger): 32 kg (c) car (average petrol):
per car: 58 kg
average per passenger: 37 kg (d) car (average diesel):
per car: 35 kg
per passenger: 22 kg.
These CO2 emissions estimates have been produced using factors developed for the guidelines for company reporting on greenhouse gas
emissions published by DETR in 2001 and are based on a journey distance of 177 miles. In the case of air travel and rail travel,
they make no allowance for travel to the airport or railway station. Emissions per passenger for travel by car will depend on the
size of the vehicle, and the number of passengers. Estimates are based on an average car and average car occupancy over all journeys
of 1.59 passengers per car derived from National Travel Survey in the period 1999-2001.
Estimates for air quality pollutants are available from the Commission for Integrated Transport in: "A Comparative Study of the
Environmental Effects of Rail and Short-haul Air Travel", September 2001.

Mr. Jamieson: The planned new road schemes in the Government's Targeted Programme of Improvements that are not yet at the
construction stage in the north west are as follows. (The TPI is a programme of major road improvements announced in July 1998 in
support of the Integrated Transport White Paper `A New Deal for Transport'.)

non-motorway link between Central Scotland
and Southern England, which will include the
replacement of the Mossband Viaduct.
M62 Motorway Junction 6 Improvement. 24 2007-08
Improvements to the junction by providing
links from the M62 motorway (westbound) to
the M57 (northbound), and from the M57
(southbound) to the M62 (eastbound). The
scheme will contribute to the regeneration
of Merseyside and relieve congestion at the
junction 6 Roundabout.

The start dates given are subject to the satisfactory completion of the necessary statutory procedures.
There are two other TPI schemes that are currently under construction. These are:

There is also one other scheme that is not in the TPI, but which is currently under construction. This is the provision of a new
junction 8 on the M62 at Warrington, and the widening of the motorway between junctions 8 and 9. The cost of the scheme is around
£20 million, which is being met by the developer of the nearby Omega Development site. The expected completion date is December
2002.
There are also a number of local authority road schemes, which have been provisionally accepted for funding by the Secretary of
State. They are:
