Mr. Jim Cunningham: To ask the Secretary of State for Transport what educational material is provided by his Department to local education authorities to teach children about road safety. [221453] Mr. Jamieson: The Department for Transport provides a range of educational materials for local education authorities and schools to teach children of all ages about road safety. Web-based resources include: On the safe side--local responsibility on road safety education in schools: good practice and teaching ideas for primary schools, secondary schools and local authorities. http:// www.dft.gov.uk/stellent/groups/dft rdsafety/documents/ divisionhomepage/032504.hcsp Road safety lesson plans in a range of curriculum subjects for pupils from key stage 1 to AS/A2 level. http://www. databases.dft.gov.uk/lessonplans/ A database of road safety educational resources, launched in March 2005 http://www.databases.dft.gov.uk/roadsafety Hard-copy teaching materials available from DfTs Free Literature Service include: Making Choices--moving on to secondary school: teacher's manual, parent's booklet and child's magazine Out of school care activity pack--for after school clubs A rural road safety teaching resource for Key Stage 1 and 2 pupils, prepared with RoSPA, will be launched this spring. The Driving Standards Agency runs the Arrive Alive education programme, aimed at pre-drivers and newly- qualified drivers aged 16-19. The presentation is delivered free of charge to a range of organisations including schools and colleges, armed forces, youth football teams and Young Offenders' Units. Road safety education and training is often delivered through local authority road safety officers. They can also deliver training schemes such as DfT's Kerbcraft roadside child pedestrian training scheme, the Crossroads pc-based pedestrian training scheme and cycle training.

Mr. Jim Cunningham: To ask the Secretary of State for Transport what steps his Department is taking towards meeting the goals of (a) a 40 per cent. reduction in the number of people killed or seriously injured in road accidents and (b) a 50 per cent. reduction in children killed or seriously injured in road accidents by 2010. [180303] Mr. Jamieson: Our road safety strategy--"Tomorrow's roads--safer for everyone"--published in March 2000, set out the framework for delivering further improvements in road safety over the decade to 2010. It contains more than 150 measures across 10 themes with a key focus on better education, better engineering and better enforcement. A number of these measures have already been, or are being, implemented with the active involvement of many stakeholders across Britain both within and outside Government. "Road Casualties Great Britain 2003: Main Results" published on 24 June 2004 shows that total deaths or serious injuries in 2003 were 22 per cent. below the 1994-98 baseline average; over half way towards our 40 per cent. target by 2010. Child deaths or serious injuries were down 40 per cent.; over three- quarters of the way towards our 50 per cent. target by 2010. The strategy included a commitment to formally review progress every three years. The first review published in April 2004 concluded that we are on track to deliver the challenging casualty reduction targets, while highlighting some areas requiring continuing attention. These areas are being given special focus as we continue to develop the strategy as new ideas and technology emerge.

Mr. Jim Cunningham: To ask the Secretary of State for Transport what plans his Department has to ensure the safety of (a) workers and (b) drivers in areas of extensive road works in the Midlands this year. [179825] Mr. Jamieson :[holding answer 22 June 2004]: The Highways Agency has established the Safer Temporary Traffic Management Operations Initiative to improve safety for both road workers and road users and to raise safety standards in the industry. This initiative involves the Health and Safety Executive, the Scottish Executive, Northern Ireland Roads Service and industry representatives, and is producing improved safety guidance for road workers and is ensuring that consistent best practice is employed. The initiative is developing and testing new and innovative technology, equipment and procedures that could offer safety benefits for both road workers and road users. The Highways Agency is working with contractors and HSE to produce training videos for road workers and their employers. Safety of workers and drivers is given high priority when any road works are undertaken. The Highways Agency is promoting a "Safer Driving Through Road Works" campaign aimed at increasing driver awareness of the need to drive safely through road works. The campaign has secured a significant amount of television airtime and more than 100,000 car window stickers reinforcing the message have been distributed. The Agency's information leaflets include six key messages for driving safely through road works. The message was further reinforced in a recent "Traffic Information Leaflet" about roadworks in the Midlands, which has been widely distributed, and through a video shown at various shows including the Motor Show.

Mr. Jim Cunningham: To ask the Secretary of State for Transport what the Government have done since 1997 to convince people to use methods of transport apart from the car. [69527] Mr. Jamieson: We published our Integrated Transport White Paper in 1998, and our 10-year plan for Transport in 2000. These documents set out our policy for promoting choice for the travelling public. Initiatives we have taken or are taking to promote alternative forms of transport to the car include: Introduction of Bus Quality Partnerships; introduction of a new Urban Bus Challenge Fund; guaranteeing half-fare travel concession for elderly and disabled people; Increased funding for rural transport; resulting in over 1,800 new or enhanced services so far in England alone. In supporting 150 innovative rural transport schemes under the Rural Bus Challenge scheme; Rural Transport Partnerships which we aim to have in every rural community in England by next year; Appointment of a new team of regional cycling co-ordinators, to support delivery of the National Cycling Strategy, and announced funding for the first 10 cycling projects under a new £2 million Cycling Projects Fund; Preparation of a draft national walking strategy which will be issued for consultation in due course; £1.5 billion for local authorities in England to implement their Local Transport Plans in 2002-03. These include many measures designed to make public transport more available, more reliable and more attractive; Encouraging and supporting the take-up of travel plans by businesses, schools, hospitals, local authorities and other major employers; Establishment of "traveline"; a national telephone-based public transport information system; Working on "Transport Direct", an internet programme which aims to provide travellers with all the information they need. This will be online in 2003; Supporting a range of travel awareness campaigns including "Walk to School, Bike Week" and "In town, without my car".
