The Royal Navy's nuclear powered submarine fleets, SSN and SSBN, are currently base ported at HM Naval Base Devonport and HM Naval Base Clyde. As announced by my right hon. Friend the Secretary of State for Defence on 18 September 2006, we are, as part of the Defence Industrial Strategy, conducting a Naval Base Review to ensure that we have the right Naval Base infrastructure to meet the needs of the future fleet. No decisions have yet been taken. However, there are currently no plans to change Naval Base Clyde as the home base of the nuclear deterrent or Devonport as the supporting dockyard.

Figures for UK regular forces located in Scotland are available in Table 12 of Tri-Service Publication (TSP) 10: UK regular forces distribution across UK. Copies of TSP 10 are available in the Library of the House and also at"www.dasa.mod.uk"TSP 10 is published quarterly.The most recent publication for the Army and Naval Service figures was on 1 October 2006, and shows the Naval Service had 3,800 personnel in Scotland and the Army had 3,440. The publication can be found at"http://www.dasa.mod.uk/natstats/tsp10/tsp10_oct06r.pdf"The most recent data for the RAF is from 1 April 2006, which shows a provisional estimate of 5,840 RAF personnel posted in Scotland. The latest available estimates for those jobs in industry and commerce in Scotland that are either directly or indirectly reliant on the supply chain created by the MOD are given in the following table. The estimates refer to jobs throughout industry and commerce resulting from MOD equipment and non-equipment expenditure. These are the best estimates available but they are based on a set of assumptions. Some of these assumptions could underestimate the number of jobs, such as excluding employment in subcontractors whose sub contracts originate from MOD contracts elsewhere in the UK.
Aggregate estimates for the UK detailing direct and indirect employment which separate those involved with employment on MOD equipment, MOD non-equipment, and defence exports are also produced by the Defence Analytical Services Agency (DASA) in Table 1.9, UK Defence Statistics 2006 which is available in the Library of the House.

The contract, which is a £1 million contract for 5,000 kilts, will go out to tender. There will be a repeat contract for 300 kilts each year. The material in question is not being changed; it is already in use. We are simply standardising the use of a material that used to apply only to certain officers throughout all the ranks.

I am astonished by the Minister's last remark. My understanding is that the firm of John Noble and Co., in Peebles, has made the kilt for the British Army in Scotland since the late 18th century, and that the contract is for 5,000 kilts at a cost of £300,000. The Minister must appreciate that the Scottish soldier's kilt has always been made in Scotland. It is made there now by John Noble and Co., and surely the Minister can see that both its weaving and manufacture should continue to be done in Scotland.

I thank the Minister for his response and for the correspondence that he sent me on this matter. However, there remains considerable concern in Scotland that the new tartan might well be manufactured outwith Scotland, possibly in eastern Europe. On this, the very day before the official formation of the new Royal Regiment of Scotland, will the Minister assure the House that, just as Jersey potatoes must come from Jersey and Newcastle brown ale from Newcastle, the new Scottish tartan for the new Scottish regiment will be manufactured in Scotland?

Friend refers and, from memory, they all outsourced outside the United Kingdom for the material and its manufacturing. Indeed, the company that previously had responsibility for the manufacture of the uniform in question—it was one of the two main competitors in the bid—was also seeking to outsource in China.

The Royal Regiment of Scotland will be formed from the current battalions within the Scottish Division around March of next year. The amalgamation of the 1st Battalion The Royal Scots (The Royal Regiment) with the 1st Battalion The King's Own Scottish Borderers will occur later in the same year.
The new cap badge of the Royal Regiment of Scotland was announced during the Edinburgh Military Tattoo on 16 August and symbolises a distinctive Scottish identity. The final decisions on the basing, regimental headquarters and dress of the Royal Regiment of Scotland are still being considered.

No. The changes to the infantry announced by the previous Defence Secretary last year are part of a wider restructuring of the Army. These changes represent the right way forward for the Army; they will make it more robust and resilient, and better able to meet the challenges of the 21st Century.

Mr. Ingram: The Defence Transport and Movements Agency (DTMA) formed in April 1999. None of its personnel was employed in Scotland
during financial years 1999-2000 to 2003-04. During the current financial year 2004-05 around 20 personnel have been employed in
Scotland, amounting to an estimated cost of £690,000, which is about 4.5 per cent. of the total personnel budget for DTMA.

Mr. Ingram: The Defence Storage and Distribution Agency (DSDA) was formed in 1999 and merged with Defence Munitions on
1 April 2003. Prior to the merger the agency only had a small number of employees located in Scotland at the Defence Regional
Distribution Centre in Stirling. As a result of the merger DSDA inherited sites at Beith, Crombie and Glen Douglas, details of
expenditure on personnel in Scotland, as a percentage of total personnel expenditure and numbers employed in Scotland for each of
the respective years are as follows:
