To ask the Secretary of State for Business, Innovation and Skills, what engagement his Department has had with the Accelerated Access Review (AAR); and whether the AAR plans to investigate expediting the delivery of new drugs and devices to tackle MRSA and antimicrobial resistance.
The Accelerated Access Review team is a joint unit between the Department of Health and the Department for Business, Innovation and Skills. The Accelerated Access Review is intended to reform the landscape for the assessment, adoption and reimbursement of innovative drugs, devices and other treatments across all therapeutic areas.
Motion this House notes the important role the Land Registry plays in registering the ownership of land and property in England and Wales; further notes that the Land Registry has made a surplus in 19 of the last 20 years and paid back £120 million to the public purse in 2015 alone; believes that any privatisation of the Land Registry will have serious consequences for transparency and accountability in the UK property market and hinder efforts to crack down on corruption and money entering the UK property market via offshore jurisdictions; expresses grave concern that all the potential bidders for the Land Registry have been found to be linked to offshore tax havens; notes that the Government has acknowledged that property can provide a convenient vehicle for hiding the proceeds of criminal activity; notes that the Prime Minister stated in July 2015 that there is no place for dirty money in Britain; regrets the Government's decision to seek short-term profit at the expense of the public interest; opposes the proposed privatisation of the Land Registry; and calls on the Government to reconsider that proposed privatisation. The hon Member recently tabled a Named Day question on this matter.
In my answer of 13 June I advised that this was the operational responsibility of the Post Office and I would ask its Chief Executive, Paula Vennells, to write to the hon Member.

My Department does not intervene in the billing arrangements of individual businesses in the regulated utilities.
But I understand that most utility and other providers give customers the option to receive bills in paper form if they so request.

For the benefit of the House, I can confirm that through the £13 million investment in our 50 Crown post offices, £440,000 has been spent on the Paisley branch. Through the Crown transformation plan, we have a Post Office that is more stable and closer to breaking even than ever. There are 11,500 branches, 200,000 extra opening hours and 3,800 branches open on Sundays. The people of Paisley have a strong and secure post office.

In 2010, the Post Office chief executive said that in Paisley the cost of the refurbishment of the post office had been £439,000. That money was spent making significant changes to “improve service to customers and enhance the profitability of the Crown network”. Given that it is now planned that the post office will move from this upgraded high-quality unit to the wholly inaccessible and inadequate WH Smith, will the Minister please justify to me and my constituents why the money was spent on refurbishment in the first place?
The Department for Business, Innovation and Skills does not intervene in the individual billing arrangements of utilities or companies, but there are arrangements in place to make sure that those who need paper bills are able to request and receive them. Those who have disabilities, such as the blind, have protections to make sure that they can receive appropriate billing. If there are particular issues for any particular constituent, I would be very happy to look into them for the hon. Gentleman.

Post Office Limited runs and operates its directly managed Crown post offices. Changes to its network and proposals to franchise of some of its Crown branches are the operational responsibility of the Post Office. The Post Office’s proposals for franchising some of its Crown branches are part of its work to ensure its branch network is sustainable in the long term and ensure that Post Office services remain on our high streets across the country. The change from a Crown to a franchise branch has been undertaken successfully in many locations across the UK and helps sustain Post Office services in these locations, and each change is subject to local consultation.

The Government considers that the carefully regulated use of animals in scientific research remains a vital tool in improving the understanding of how biological systems work and in the development of safe new medicines, treatments and technologies.
At the same time, the Government believes that animals should only be used when there is no practicable alternative and it actively supports and funds the development and dissemination of techniques that replace, reduce and refine the use of animals in research (the 3Rs), in particular through funding for the National Centre for the Replacement Refinement and Reduction of Animals in Research (NC3Rs), and also through ongoing UK-led efforts to encourage greater global uptake of the 3Rs.
Advances in biomedical science and technologies – including stem cell research, in vitro systems that mimic the function of human organs, imaging and new computer modelling techniques – are all providing new opportunities to reduce reliance on the use of animals in research. As part of this Innovate UK, the NC3Rs, the Biotechnology and Biological Sciences Research Council, the Defence Science and Technology Laboratory, the Engineering and Physical Sciences Research Council and the Medical Research Council have produced a Non-animal Technologies Road map for the UK, which offers an approach for the UK to develop, exploit and deploy new non-animal technologies for long-term economic and societal benefit. Integral to this strategy have been two Innovate UK industry-led competitions which have awarded approximately £7m in grant funding; “Developing non-animal technologies” and “Advancing the development and application of non-animal technologies”.
EU and UK law requires safety testing on animals before human trials for new medicines can begin and animal research still plays an important role in providing vital safety information for potential new medicines.
The Early Day Motion (EDM 373) rightly draws attention to the UK life science sector’s Concordat on openness in animal research which was launched last year, and provides new opportunities for transparency and debate in this area.
I will restrict my answer, Mr Speaker. The right meeting would be with the Secretary of State for Work and Pensions, whose Department leads on this issue, and with the Ministers for Skills and for Small Business, Industry and Enterprise. We are actively engaging with all the relevant charities on this issue.

April is Autism Awareness month, and earlier this month, The Economist led with an article on how the talents and skills of people with autism and on the autistic spectrum are potentially being wasted. It said that if businesses were encouraged to take more friendly approaches to recruitment and to deploy the appropriate skills, we could have many more people in the workplace. We had a fascinating
and moving debate last week on autism, during which many Members shared moving experiences of their own children, including my hon. Friend the Member for Angus (Mike Weir) and the hon. Member for Berwick-upon-Tweed (Mrs Trevelyan). Will the Minister meet me and a cross-party delegation to discuss how we can get businesses properly to mark the number of people on the autism spectrum and how we can work together more across the House?

Through our one nation reforms, we are committed to a labour market that allows everyone to fulfil their obligations and opportunities wherever and whoever they are, including those with autism. That is why the Prime Minister launched the Disability Confident campaign, and why we have continued to spend over £100 million a year on the Access to Work scheme, helping over 36,000 people with disabilities into work. We have published guidance to employers on
employing people with autism, and my hon. Friend the Minister for Skills and my right hon. Friend the Minister for Small Business, Industry and Enterprise recently met Autism UK and the all-party group on autism.
