To ask the Minister for the Cabinet Office, whether the Government has plans to make interim compensation payments to infected blood support scheme beneficiaries before a compensation scheme is established; and if he will make a statement.
On 16 August 2022, I wrote to Sir Brian Langstaff, Chair of the Infected Blood Inquiry, confirming that the Government accepts his recommendation in full. These interim payments are the first step in addressing this historic wrong and recognise the urgent need of infected and affected people.
I have also made a Written Ministerial Statement (HCWS279) that was released on Monday, 5th September on this matter.

The Government has committed to providing support for those infected and affected. Ex-gratia support has been provided to those affected by this issue since 1988. No policy discussions have taken place with the statutory Inquiry, that is independent.
As the responsible Minister for the Infected Blood Inquiry, I announced earlier this week the publication of the study by Sir Robert Francis QC into a framework of compensation for people directly affected by infected blood. Sir Robert will give evidence about his work to the Infected Blood Inquiry on 11th and 12th July. The government is considering Sir Robert’s recommendations.

It is important that we wait for the conclusion of the independent Infected Blood Inquiry, chaired by Sir Brian Langstaff. The Government will consider Sir Brian’s findings and recommendations once the Inquiry has reported.

It is my intention to publish Sir Robert Francis’ study alongside the Government’s response. Before I am able to do so, you will understand that work must be undertaken within Government to formalise our response. That work is already underway.
I recognise how important it is for the Inquiry and its core participants to have sufficient time to consider the study before Sir Robert gives evidence to the Inquiry. It is my intention to publish the study alongside the Government’s response as soon as possible.

Sir Robert Francis QC has been appointed to carry out an independent study to provide Government with advice and recommendations about a potential framework for compensation to the infected and affected communities. The terms of reference of the study includes consideration of whether compensation should be extended to parents and children.
