Mr. Matthew Banks: To ask the Chancellor of the Exchequer if he will make a statement on the recent Council meeting of the Economic and Finance Ministers of the European Union. [4625] Mr. Kenneth Clarke: I represented the UK at the Economic and Finance Council--ECOFIN--of the European Union in Brussels on 11 November. The Council considered a draft report to the Dublin European Council on reinforced convergence procedures and a new exchange rate mechanism in third stage of EMU. The Council considered a report from the Commission on the stability pact for ensuring budgetary discipline in the third stage of EMU. This will be discussed again at the December Council. The Council took note of progress in the working group which is preparing Community regulations to form the legal framework which will govern how the single currency will be introduced and used. This work will be considered again at the December Council. The Council took note of Commissioner Monti's report on taxation in the European Union. It was agreed that a high-level-tax policy group should continue to examine taxation issues. Commissioner Liikanen presented the report of the high-level group which has been looking at sound and efficient management 2000--the Commission's programme of financial management reform. The report will be discussed again at the December Council. The Council discussed further lending to Ukraine, including the disbursement of the second tranche of the 200 mecu loan agreed in 1995 with a view to its disbursement when the loan conditions have been met. The Council also discussed the renewal of the European investment bank's lending mandates. The mandates are due to be agreed by the Council by the end of the year and will therefore be discussed again in December. The Council considered convergence reports from the Commission and the European Monetary Institute, as required by article 109j of the Treaty on European Union, and agreed that a majority of member states did not satisfy the criteria and that the Community should therefore not move to the third stage of economic and monetary union in 1997. A final decision on the issue will be taken by the Council meeting as Heads of State and Government in December. This decision is a legal formality as the European Council at Florence has already ruled out a 1997 start date for the single currency.

Mr. Matthew Banks: To ask the Chancellor of the Exchequer if he will make a statement on the recent Council meeting of the Economic and Finance Ministers of the European Union. [190] Mr. Kenneth Clarke: I represented the UK at the Economic and Finance Council--ECOFIN--of the European Union in Brussels on 14 October. The Council considered a Commission report on guarantee arrangements for lending outside the Union by the European Investment bank. The main issues discussed were the coverage and level of the guarantees on EIB lending provided by the loan guarantee fund and the proportion of lending on which the EIB should find third party guarantees--that is, guarantees which do not fall on the EU budget or member states. No final agreement was reached, and this item will be taken again at a future ECOFIN meeting. Over lunch, EU Finance Ministers met EFTA Finance Ministers to discuss employment policy. A joint communique was issued which emphasised the need for macroeconomic frameworks to support strong and sustainable economic growth, prudent budget policies and joint efforts further to implement the single market. Commissioner Monti presented the Commission's work programme on VAT. Over the period to 2000, the Commission plans to bring forward a series of proposals to overhaul the current EC VAT arrangements to allow tax authorities to collect revenue and tackle tax avoidance with greater certainty. There was no discussion of this item. The Council noted the report of the high level working group on trans-European networks. This report rules out extra funding for TENs by a revision to the financial perspective and instead concludes that every effort should be made to remove all non-financial delaying factors.

Mr. Matthew Banks: To ask the Chancellor of the Exchequer if he will make a statement on the recent Council meeting of the Economic and Finance Ministers of the European Union.[20892] Mr. Kenneth Clarke: I represented the UK at the Economic and Finance Council of the European Union in Brussels on 11 March. Ecofin adopted the Council's recommendation to the European Parliament for the discharge of the 1994 budget and considered the European Court of Auditors' annual report and the first statement of assurance on the 1994 budget. I noted that although the court's reports showed that there were still unacceptable levels of error, poor management and lack of financial control there were significant improvements in comparison to the previous year. In particular, I was encouraged by the steps taken by the Commission to address criticisms in earlier reports and to improve its internal financial management through the SEM 2000 programme. I announced that the UK would shortly be writing to the court responding to its detailed observations on UK management of Community funds, in line with the Madrid European Council conclusions, and that I hoped other member states would do the same. I also underlined the importance of the Madrid European Council's request that the Council and Commission should consider extending the system of fines for the misapplication of funds in the agriculture sector to other sectors of the budget and hoped that this would be taken forward as quickly as possible. The Council endorsed the Commission's 1996 work programme for the fight against fraud and expressed support for its four major themes, stronger presence on the ground, strengthening the partnership between the Community and member states, improving the Community's legislative framework and compatibility between national laws. In accordance with the June 1995 Ecofin conclusions the Commission gave its biannual presentation on the situation in categories 3 and 4 of the financial perspective. Germany tabled a declaration that any proposal to amend the financial perspective would be unacceptable. This was supported by France, Netherlands, Sweden and Austria as well as by the UK. The Council took note of my reservations as well as those expressed by Denmark, Germany and the Netherlands on the Commission proposals for the creation of an audiovisual guarantee fund to be managed by the European investment fund. The Council agreed a proposal for up to 15 mecu of macro-financial lending to Moldova. The Council did not reach agreement on the proposal for extending the mandate for EIB lending to Asia and Latin America, which expired at the end of 1995. The Council mandated Coreper to continue work on the Commission proposals to allow member states to apply a reduced VAT rate to flowers and other horticultural and forestry products. The Council also invited the Commission to come forward with new proposals for common parameters within which member states which wished to do so could introduce carbon/energy taxes. In the afternoon, Ecofin had its fifth meeting with the central and east European Finance Ministers and discussed the macro-economic challenges faced by the countries preparing for accession.
