Angus Robertson: To ask the Secretary of State for Defence how many people work for the MOD Police; how many are employed in Scotland; what the figures were in each case in January 2004; what the personnel costs of the Agency are in 2004-05; and what they were in 2003-04. [212156] Mr. Caplin :[pursuant to the reply, 7 February 2005, Official Report, c. 1253]: I have to correct that information. The current Agency was formed in April 2004 by merging the Ministry of Defence Police and the Ministry of Defence Guard Service. The personnel in the Ministry of Defence Guard Service were dispersed across the Department and their number and personnel costs are not available prior to the merger. The full overall budget for the Agency in 2004-05 is £158.6 million. Angus Robertson: To ask the Secretary of State for Defence how much of its personnel budget for financial years (a) 2001-02, (b) 2000-01, (c) 1999-2000, (d) 1998-99 and (e) 1997-98 the (i) Queen Victoria School, (ii) Pay and Personnel Agency and (iii) Naval Recruiting and Training Agency spent in Scotland in (A) monetary terms and (B) as a percentage of the total personnel budget for that year; how many personnel were employed in Scotland in these years; and if he will make a statement. [218315] Mr. Caplin: Total staff costs are published in the agencies' annual report and accounts for the relevant financial years, copies of which are available in the House and from the following agency websites at http:// www.qvs.org.uk/and http://www.ppa.mod.uk/. Agency personnel costs on a regional basis are not recorded centrally or by the agency. However, the Queen Victoria school is based solely in Scotland, whereas the pay and personnel agency has confirmed from locally held records that it has attracted no staff costs in Scotland since its formation in 1996. Both civilian and Service personnel data by agency are collated annually at 1 April and presented in Table 2.6 of UK Defence Statistics, a copy of which is held in the Library of the House. Further information on personnel figures is available on the DASA website at http://www.dasa.mod.uk The number of Service personnel employed by agency and location is not collated centrally. In the case of the pay and personnel agency, locally held records confirm that no Service personnel have been employed in Scotland since the agency formation in 1996. Information relating to the total personnel costs of each of these agencies is available from their respective Annual Report and Accounts, copies of which are available in the Library of the House. In the case of the Veterans Agency, the relevant publications relate to the War Pensions Agency, which was transferred to the MOD in April 2002 and subsequently took the name Veterans Agency. Before 1 April 2001, the Warship Support Agency was split between two organisations, the Ships Support Agency and the Naval Bases and Supply Agency. More detailed analysis of personnel costs by region could be supplied only at disproportionate costs, as the information is not held centrally.

[217966] Mr. Caplin: Both civilian and service personnel data by agency are collated annually at 1 April and presented in Table 2.6 of UK Defence Statistics, a copy of which is held in the Library of the House. However, locally held records indicate that in 1997 there were 130 personnel employed in Scotland, and 140 personnel from 1998 to 2002. These figures exclude any personnel employed in armed forces careers offices and Army career information offices in Scotland, for which no data are available. A table showing numbers of civilian personnel by MoD agency, for the agency as a total and those employed in Scotland specifically, for the period 1 April 1997 to 1 January 2005, is available on the Defence Analytical Services Agency website, www.dasa.mod.uk, and is also lodged in the Library of the House. [205126] Mr. Caplin: Expenditure on the purchase and postage of official Christmas cards is governed by departmental guidance on financial procedures and propriety, based on principles set out in Government Accounting. This allows for Ministers, members of the Defence Council, Head of Defence Export Services and the Director General of Media and Communications to send Christmas cards at public expense. Additionally, resulting from representational responsibilities at management levels below the Defence Council, individual Top Level Budget Holders may personally send a modest amount of Christmas cards at public expense. The regulations also allow for some TLB business areas to send official Christmas cards (on an exceptional basis) where this would facilitate the achievement of specific business objectives. [209385] Mr. Caplin: The Spending Review announcement in July 2004 committed the MOD to reductions of some 10,000 UK-based civilian posts plus 1,000 locally engaged civilian posts overseas by April 2008. Agreements have been reached between Top Level Budget Holders (TLBs) and the Defence Resource and Planning Division (Def RP) on the number of civilian posts to be reduced during the next three financial years (i.e. in the period to 31 March 2008). A table showing a breakdown by TLB follows. This table represents our current assessment of how the reductions will be achieved (in some cases final decisions have yet to be taken) and it is not yet clear how the reductions will affect individual establishments. Numbers are based on full-time equivalent mid-year averages and include locally employed civilians (LEG). These figures do not include civilians employed in trading funds. 2. "Reductions Programmed in STP"--These are posts which have been assumed will not continue from previous years' planning rounds. These posts fall mainly within the DLO, although some smaller reductions also fall within other TLBs and are due mainly to reorganisation measures which were ongoing prior to the efficiency programme. 3. "DCP Headcount Reduction"--These are posts which are being reduced as a result of the Department's major change initiative--the defence change programme (DCP). 4. "LEC Measure Headcount Reduction"--In addition to the reduction in numbers of UK-based civil servant, the number of locally employed civilians (LECs) employed supporting permanently based forces is planned to reduce by up to 1,000 in the same time frame. Numbers of LECs employed in operational theatres have not been included in the planning. 5. "Other Rationalisation and Efficiencies"--These are posts which are being reduced as a result of non-defence change programme efficiency initiatives. The majority of these posts will come from reduced requirements for staff in, for example, the Head Office in Whitehall and in other Headquarters. 6. "Force Structure Reductions"--Posts which will be reduced as a result of changes to the force structure. 7. "Other Headcount Reductions"--Posts which are being reduced for reasons not included in the categories above.
