The Government runs a significant range of research and innovation programmes to support the transition of the energy system. This includes through UK Research and Innovation, the UK’s agency investing in science and research and interested parties such as Anglia Ruskin University are welcome to apply for these as opportunities arise. Strategic oversight and integration of government funding for net zero research and innovation takes place through the Net Zero Innovation Board (NZIB). It is chaired by the Government Chief Scientific Adviser and brings together senior representatives from government departments, non-departmental public bodies and non-ministerial departments with major climate mitigation, decarbonisation or energy-related research and innovation budgets, or related policy remits. NZIB, through its Innovation Delivery Board sub-group, also monitors progress of the programmes set out in the Net Zero Research and Innovation Delivery Plan.

Research and development (R&D) is critical for reaching net zero by 2050 and the government is investing £4.2 billion in net zero R&D over 2022-2025. This will support the development of the technologies and solutions needed to deliver the UK’s net zero target and to support innovative UK businesses to benefit from the growing global green economy. The Net Zero Research and Innovation Delivery Plan published in March 2023 sets out the details of this investment and an update on progress is planned to be published in 2025.

As set out in the 2022 autumn statement, we are exploring the best approach to consumer protection, as part of wider retail market reforms. The Government continues to monitor the situation and will keep options under review, including with respect to the most vulnerable households.

The Office for National Statistics publishes annual data on research and development expenditure by the UK government. Their latest data up to 2020, released in April 2022, is available on the ONS website.
Worksheet 3 of that publication gives total figures of £12,765 million in 2018, £13,542 million in 2019 and £15,266 million in 2020. These figures include indicative UK contributions to EU R&D expenditure but exclude expenditure on knowledge transfer.

I refer the noble Lord to the answer I gave him on 2nd November 2022 to Question HL2736. The Department for Business, Energy and Industrial Strategy does not hold the requested information. Government innovation funding is generally not allocated on a sector-by-sector basis but is instead targeted towards specific research questions. Many research, development and innovation programmes support multiple sectors. For example, the Government invested £22.25m in 2018/19 and £28.34m in 2019/20 through the Transforming Construction Challenge (TCC), which supported energy, digital and manufacturing innovators to work with the construction sector.

During the period FY 2019/20-2021/22, EPSRC funded 40 fellowship awards in mathematical sciences from core funding augmented by AFPMS. Awards in future years will be subject to the quality of applications received. A further 15 fellowships have been awarded to mathematical sciences through the UKRI Future Leaders Fellowships scheme.

The Government’s priority is to support the UK’s world class R&D sector. We have put in place this additional funding to shore up talent and invest in R&D infrastructure across the UK, while also aiming to secure the UK fusion sectors’ commercial leadership and capabilities.
We are committed to levelling up and where funding delivered via UKRI is England only, there will be an additional funding allocation for the Devolved administrations. The approach to funding distribution is being developed and my Hon. Friend the Minister of State for Science, Research and Innovation has written to DA colleagues on this matter. The total UKRI allocation as published was £25.1 billion for 2022-25, providing UKRI and its constituent councils with the funding needed to deliver world class research and innovation, including in the Mathematical Sciences.

Government innovation funding is generally not allocated on a sector-by-sector basis, but is instead targeted towards specific research questions. Many research, development and innovation programmes support multiple sectors, including UK Research and Innovations’s Transforming Foundation Industries Challenge, which includes support for R&D initiatives within the chemicals and metals manufacturing sectors. The Government also invested £685 million of funding the over three years to support green aerospace technology through the Aerospace Technology Institute (ATI) Programme.

UK Research and Innovation (UKRI) are the largest public funder of research. UKRI supports businesses, including in the manufacturing sector, to innovate and grow. For example, through the Made Smarter Innovation Challenge which helps manufacturers capitalise on new digital technologies.
The Catapult Network, which receives some funding from BEIS through Innovate UK, supports businesses across multiple sectors in research and innovation. Over half of the £1.2 billion funding provided to the Catapult Network for the current 5-year period ending in March 2023 is allocated to the High Value Manufacturing Catapult which supports industry to develop new manufacturing technologies.

The Government is collecting data on the in-situ performance, carbon reduction and use of hybrid heat pumps on the gas grid through the Electrification of Heat Demonstration Project, which has installed 153 hybrid (including five “compact hybrid”) systems. 75 homes were installed with hybrid heating systems under the Freedom Project over 2017-2018. Hybrids were also installed under the Optimised Retrofit Programme by the Welsh Government. In addition, seven compact hybrid heat pumps have been installed under the Hycompact project.
