The Northern Ireland Road Safety Strategy 2002-12 reinforces Government's commitment to road safety and includes a range of measures aimed at young drivers.The Department of the Environment is currently researching the training, testing and licensing of new and young drivers and the future direction for Northern Ireland's ““L”” and ““R”” driver schemes. Any proposed changes will be the subject of consultation.DOE actively promotes Road Traffic Studies and GCSE Motor Vehicle and Road User Studies in post-primary schools, providing support, training and materials to schools. The Police Service of Northern Ireland has developed an NVQ, ““Preparation for Driving””, which will be made available by September 2007. These courses focus on the attitudes of young adults, many of whom will soon become drivers. The PSNI ran 19 ““Roadsafe Roadshows”” during the current school year, attended by almost 11,000 young people, depicting how a night out could end in tragedy. DOE also offers, through schools, a driver training scheme to 17 and 18-year-olds with valid provisional licences.DOE has a portfolio of hard-hitting road safety campaigns targeting the main causes of road deaths and serious injuries. These particularly focus on the 17-24 age group as it is most at risk and most likely to be responsible for serious road collisions.The PSNI has introduced a Driver Improvement Scheme to improve driving standards and attitudes for first time careless driving offenders as an alternative to prosecution.Over the past year the PSNI has worked with young motorists through its involvement with a local ““cruising club””. Approximately 1,000 young people attended a recent event in Ballymena.The PSNI mounts intelligence-led road safety operations, particularly in relation to young drivers, throughout the year. In 2006, 3,723 fixed penalty notices for speeding were issued to 17 to 24-year-olds.

Lady in response to this question.Letter from Dr. McKibbin, dated 3 April 2007:"You recently asked the Secretary of State for Northern Ireland a Parliamentary Question regarding, what recent assessment he has made of the surface quality of the High Bangor—Donaghadee Road; and if he will make funding available to ""upgrade the road at the conclusion of the building works for the new wastewater treatment facility at Donaghadee.""As this issue falls within my responsibility as Chief Executive of Roads Service, I have been asked to reply.""You will recall meeting with staff from our Ards Section Office on 23 February 2007 regarding a matter you had raised during an earlier meeting with the Divisional Roads Manager, Tom McCourt and myself about Warren Road, Donaghadee. At the 23 February meeting Mr Lamb, the Section Engineer in Ards, advised you that we were aware that the B21 High Bangor Road had suffered over the years as a result of several utilities openings and it was high on our list of priority schemes for resurfacing. He also explained that such a scheme had not been implemented to date as Roads Service was aware that further works were to be carried out on this road by the Water Service in connection with the new wastewater treatment plant at Donaghadee.""I can assure you that, following completion of the wastewater treatment plant, Roads Service will give this scheme a high priority when considering future programmes of work. In the meantime the condition of the road will be monitored under our cyclic inspection regime and repairs will be effected as required in accordance with our maintenance policy."

Lady in response to this question.Letter from Dr. Malcolm McKibbin, dated 3 April 2007:"You recently asked the Secretary of State for Northern Ireland a parliamentary question regarding, what recent assessment has been carried out by his Department of the adequacy of (a) road safety (i) signage and (ii) measures and (b) sightlines at Six Road Ends in Bangor. As this issue falls within my responsibility as Chief Executive of Roads Service, I have been asked to reply.""As you may be aware, Roads Service commenced a junction improvement scheme at Six Road Ends, Bangor in August 2006. Proposals for this improvement scheme were initiated as a result of the 14 recorded personal injury collisions, including one fatality at this location over the past 10 years. In addition, it was noted that motorists experienced lengthy delays during peak periods as a result of the complicated nature of the junction.""The current scheme aims to improve road safety for all road users at the junction, by reducing congestion and driver confusion. It involves the construction of a four leg roundabout with Green Road and Ballycrochan Road realigned to form priority junctions with Gransha Road and Cotton Road respectively. Sightlines, designed in accordance with the requirements of the Design Manual for Roads and Bridges, for the new roundabout scheme have been greatly improved.""With regards signage, Roads Service erects traffic signs permitted under the Traffic Signs Regulations (NI) 1997. These signs are designed and erected in accordance with the Traffic Sign Manual and this will be the case with signage at the new roundabout at Six Road Ends.""A scheme of this nature is subject to an independent safety audit after completion of each of the preliminary design, detailed design and construction stages. As part of the planning approval process, the scheme received the approval of both Down District and Ards borough councils when presented in detail before both on 26 July 2005 and 13 September 2005 respectively. Full planning permission was obtained in February 2006."

Lady in response to this question.Letter from Dr. Malcolm McKibbin, dated 13 February 2007:"You recently asked the Secretary of State for Northern Ireland a parliamentary question regarding what progress has been made with the upgrading of (a) the A8 Belfast to Larne Road and (b) the A72 Belfast to Carrickfergus Road; and if he will make a statement. As this issue falls within my responsibility as chief executive of Roads Service, I have been asked to reply.""Roads Service completed a package of major improvements on the A8 Belfast to Larne road in 2005 at a cost of some £13.3 million. With the completion of these works, which included a significant number of safety improvements, approximately 43 per cent. of the road between Sandyknowes (M2) and Larne is now of dual or motorway standard. Current traffic volumes on the remaining single carriageway section, between Ballynure and Kilwaughter do not merit the provision of a dual carriageway standard road at this time and it is the Department's view that the recent improvements provide a high level of service on this road.""However, you will be aware that on 31 July 2006, the Minister for Regional Development David Cairns MP, published the Consultation Document – ‘Expanding the strategic road improvement programme 2015’. This included a proposed £10 million improvement scheme at the M2/A8 (M) Sandyknowes Junction. Roads Service has received some 80 responses to the document including a number in support of further upgrading of the A8. All responses are currently being considered and it is hoped that an announcement of the final proposals "will be made later this year.""You also enquired about progress on upgrading the A72 Belfast to Carrickfergus Road. I presume you meant the A2 Belfast to Carrickfergus Road.""I can advise that a proposed road improvement scheme on the A2 at Greenisland is included in Roads Service's major works preparation pool. The preparation pool comprises the highest priority major works schemes which are being designed and taken through the necessary statutory procedures with a view to progressing to construction within the next five years.""Following assessment of alternative route options, a preferred route has been selected and a preliminary design has been completed. The Department has prepared a Notice of Intention to Make a Direction Order, a Notice of Intention to make a Vesting Order, and an Environmental Statement, which we plan to publish in March 2007. A public exhibition will be held to coincide with the publication of these documents and there will be a formal period for public comment/objection to the Department's proposals which, depending on the outcome, may result in a public inquiry being required.""Subject to the successful completion of the statutory procedures and funding being available, Roads Service would hope to commence construction in 2008-09."

As this issue falls within my responsibility as Chief Executive of Roads Service, I have been asked to reply.""Roads Service endeavours to deploy road gritting vehicles before ice or frost forms on the road, however, I can advise that ""there is no specific temperature at which Roads Service initiates this action. This decision is dictated by a number of factors including:""road temperature forecasts;""road temperature in comparison to the dewpoint (the temperature at which air condenses); and""the presence of other sources of moisture, e.g. standing water on the road surface, or wet conditions.""Additionally Roads Service will not generally spread salt on dry roads, as moisture is required for ice to form, or during periods of rain due to the probability of wash-off.""I can confirm that the minimum temperature recorded in Derry on the night of 2 November 2006 was 0C and the road condition was dry.""However an inspection by staff discovered hoar frost on the Foyle Bridge and one road gritter was deployed."

Gentleman.Letter from Malcolm McKibbin, dated 6 November 2006:"You recently asked the Secretary of State for Northern Ireland a Parliamentary Question regarding what the approximate cost and length of time would be for DRD Roads Service to construct the dualling of the A26 road between Glarryford and the A44 Drones Junction. As this issues fall within my responsibility as Chief Executive of Roads Service I have been asked to reply.""You will be aware that the improvement to dual carriageway standard of the A26 Glarryford to A44 Drones Road project is one of the Strategic Road Improvements identified in the Regional Strategic Transport Network Transport Plan.""The A26 scheme is in the Roads Service’s Forward Planning Schedule. Schemes within this schedule are expected to be implemented within the next 5-10 years.""Civil Engineering Consultants, Arup were commissioned in April 2006 to assist with the development of the project through to the selection of a preferred route and completion of the statutory procedures (Environmental Statement, Direction Order and Vesting Order). On successful completion of the statutory procedures and an economic appraisal, the scheme will be taken forward to procurement and construction. Subject to the availability of funding at the time, the commencement of that stage is currently anticipated to be early 2010, with completion likely to be late 2012/early 2013. Comprehensive consultation with the public, other interested bodies and public representatives will take place throughout the development of the scheme.""The expanded Strategic Road Improvement Programme 2015 Consultation Document, published earlier this year, estimated the cost of the project to be £33M (at 2005 prices). As work progresses on the project more detail and constraints will be identified and timescales and estimates may be adjusted to suit."
