In relation to grant money, we have a new memorials grant scheme, which has paid out more than £190,000 in England since this time last year. On the question of lobbying the heritage fund and the appropriate Department, that is done mercilessly and without ceasing, and, one hopes, at the end of the day, with some results.

The hon. Gentleman will be conscious that unlisted buildings usually come after listed buildings in the pecking order, and listed buildings are very dependent on grant from English Heritage, which, over the past few years, has had an increase of just a miserly 3 per cent. in its budget. Presumably, he answers questions because he is part of the Government, so when he negotiates the settlement for English Heritage with the Department for Culture, Media and Sport, will he lobby the Under-Secretary of State for Culture, Media and Sport, the hon. Member for Tottenham (Mr. Lammy), who is at the Dispatch Box, and say that English Heritage needs a much greater chunk of cash to help our churches—

Parish estimates indicate that in 2003, the latest year for which we have figures, the estimated cost of major repairs required to the 4,000 unlisted Church of England churches was £50 million. At the full rate, VAT of £8.75 million would be charged on those works, if they were carried out.

I am grateful to the hon. Lady for making that point. The listed places of worship grant scheme, introduced by the Chancellor in 2001, has paid out more than £42 million to English churches. I recognise the difficulty for unlisted churches, and in ““Building faith in our future”” we asked for a fresh funding partnership between the church and state. As I have said many times in the House, those who have ears, let them hear.

I thank the hon. Gentleman for his reply, as he will understand the enormous burden on congregations of ordinary churches of trying to raise the large sums of money necessary to maintain their buildings and grounds. My church happens to be on a corner, so members of the public, as well as members of he church, take a short cut through the grounds, and last year our pathways needed to be relaid. When VAT was added to the bill, it came to the enormous sum of £45,000, which is very difficult to raise. As he will understand, the burden of VAT on such small numbers of people is extremely onerous.

The scope of VAT relief covers repairs to church buildings and not ongoing costs. In consequence the Commissioners have had no discussions with the Chancellor of the Exchequer on such an extension.

I am grateful to the hon. Lady for her kind words of congratulation on my reappointment. The Church felt that the appointment should be kept on the basis of better the devil you know. I hope that the press do not pick that up.
Since my earlier statement about take-up, I am happy to say that almost £980,000 was paid out under the scheme in February this year, which suggests that the scheme is picking up. We welcomed the Chancellor's statement in March that the scheme would continue until March 2009, and would be extended to memorials.

I thank the hon. Gentleman for his answer and I congratulate him on the confirmation of his appointment in this Parliament. When we discussed this issue in the last Parliament, he expressed disappointment at the take-up of grants. Is that because of the administration involved? Is he more satisfied with take-up now, and what more can right hon. and hon. Members do in their constituencies to urge churches to apply for the grant?

We should continue to try to get the word out through the Church press and other press that the scheme is valuable for church upkeep and repairs, and I welcome her suggestion.

Miss McIntosh: To ask the hon. Member for Middlesbrough, representing the Church Commissioners what recent representations he has
received on reducing VAT on church repairs. [151919]
Sir Stuart Bell: The hon. Lady will be aware that the broader EU VAT review has currently reached an impasse following the rejection
by the Council of Ministers of the proposals brought forward by the Commission last summer. The EU Presidency has now changed and
the matter has yet to be formally brought forward for further discussion. The impending elections to the EU Parliament and the
likely changes resulting from the appointment of the new Commission later this year may further delay resolution or even
consideration of the EU VAT review.
Meanwhile, the Church VAT Group was delighted that the Listed Places of Worship Grant Scheme has been extended to March 2006. The
Group remains in touch with officials at HM Treasury and we know that the Government are committed to achieving the aim of a VAT
reduction in this area.

Mr. Bell: The Church VAT Group was grateful for the chance to reiterate the case for a reduced rate of VAT for repairs and
maintenance to listed places of worship during the recent visit to Brussels. The UK permanent representative office was very clear
about the support of the UK Government for our case and their commitment to argue for it at every level up to the Council of
Ministers.
Commissioner Bolkestein received our presentation with much interest. Clearly, with negotiations still ongoing, involving discussion
of the many different EU Member States' aspirations, he was not prepared to anticipate what the final outcome would be during his
meeting with us.
