Yes, but I will continue where I left off because, given that I fail to understand anything the Minister has said, it is important that he and his officials understand what I mean. As I said, by everyone’s agreement, FE college No 2 has installed this course, and FE college No 1 then decides it wants it too. Nobody can stop it: it has total freedom to set up this course itself. It sets up another course offering 20 places in strawberry-growing, but when it comes time for the students to decide, they all flock to college No 1. College No 1 gets the funding, while college No 2, which had been commissioned by the local authority to put on this course, gets no funding. So that is my understanding of total freedom and of what the Government have promised will be the position. On that basis, I am happy to withdraw the amendment. Amendment 96 withdrawn. Amendment 97 not moved.
