Safeguarding Vulnerable Groups Bill [HL]

I rise to break my silence on the Bill and to support the amendment. I want to ask the noble Baroness a question and then to elaborate on what might be looked at if there is a possibility of including this concept in the Bill. The noble Baroness refers to those who are on the barred list for any kind of sexual offence involving contact. I have a grave concern about internet offences and whether or not they are seen as contacts. I doubt they are. It would be quite useful if this issue was looked at to see whether the provision could be extended. We know that the international trade in children, which the noble Baroness is trying to reduce by the keeping of passports, is often furthered through internet connections. I simply add that concern. I support the amendment.
