My Lords, I apologise to the noble Lord. I recognise the importance of the point that he raises, and I do not doubt that it is relevant to the expenditure commitments of my department. However, we have had a debate that has had a coherence to it because Members of the House have addressed themselves to a range of discrete issues introduced by the noble Viscount, Lord Eccles, and to which I have sought to respond. The matter raised by the noble Lord is somewhat extraneous to this debate. I regret to say that I am not briefed on it. A careful look at the subject matter of the debate shows that it would be surprising if I had been asked about it. A little forewarning might have meant that I would have been able to respond, but, I regret, I am not briefed to give him an intelligent response at this juncture.
