Question: To ask the Secretary of State for the Environment, Transport and the Regions, what research he has commissioned concerning the development of domestic tradeable quotas as a means of reducing carbon dioxide emissions.

Answer: Mr. Chaytor: To ask the Secretary of State for the Environment, Transport and the Regions what research he has commissioned concerning the development of domestic tradable quotas as a means of reducing carbon dioxide emissions. [60490] Mr. Meale: A domestic carbon trading scheme was one of the options considered by Lord Marshall in his report on economic instruments and the business use of energy, which was published on 3 November. The Government are currently considering his conclusions and recommendations and will evaluate the need for further research in that context.
