If he will list those European countries that currently have a system of compulsory identification cards; and which of these countries also have a written constitution, which have a system of voluntary identification cards; and which also have a written constitution and which European countries do not have a system of voluntary or compulsory identification cards. - Inc list for European Union and fact that information for countries outside the EU is not readily available.
