How community charge will be collected from homeless families, eligible for an 80% rebate, who have been placed in temporary accommodation in another borough; & to estimate administrative cost of housing benefit being assessed by placing authority & community charge being collected by receiving authority, - Includes fact that info not available in detail requested on cost of housing benefit administration or collection of community charge.
