Whether considering raising levels of assumed community charges to be used in transitional relief scheme in 1990-91 above those set out in Community Charge Transitional Relief Report (England) & whether will make assumed community charge in 1990-91 for each charging authority to be used in transitional relief scheme same as assumed average community charge of #278 per head rather than assumed community charge set out in Report where latter is lower. - Ref to 168 c798-9W (holding answer 14 March 1990).
